Top officials of civil, police elicit opinion on new measures

JAMMU, Feb 4: Chief Secretary BR Sharma and Director General of Police (DGP) K Rajendra Kumar today set the process in motion for identifying “people friendly reforms’’ and submit them to Governor NN Vohra shortly, who will come up with new set of guidelines on “decision making process’’ shortly.
The Governor had conveyed his directions to this effect to Sharma and Kumar last evening.
Official sources told the Excelsior that the Chief Secretary met all Administrative Secretaries in the Civil Secretariat this afternoon and elicit the steps that could be taken as “reforms’’ for speedy justice to the people and addressing their issues promptly by the administration, as desired by Vohra.
Sharma spoke to almost all Administrative Secretaries of different departments this afternoon in a meeting and prepared detailed list of the measures that could be incorporated in “decision making process’’, sources said, adding that all the Administrative Secretaries have given their opinion.
“A similar exercise was undertaken by the DGP separately,’’ sources said, adding that though Standard Operating Procedure (SOP) of Jammu and Kashmir Police (JKP) was in force, it would also come out with new set of measures to help the people when they approach the police and during encounters and search operations,’’ sources said, adding police would ensure that there was no harassment to the common man during searches or when they approach the police for any kind of work.
According to sources, as soon as the civil and police administration come out with “new pro-people proposals’’, the Raj Bhavan would devise its “decision making process’’ and make it public to help the people.
Sources said the Governor has decided to restructure the present “decision making process’’ keeping in view the new perspective and to finalize the process, he had yesterday held detailed discussions with Sharma and Rajendra and asked them to immediately come out with the slew of measures for the help of common man.
“The new set of guidelines proposed by Vohra would be aimed at easing the decision making process by the civil and police administration—from top to bottom—and see to it that the people didn’t have to suffer or wait for long to get their works done at all the places,’’ sources said.
In his earlier order, which was issued immediately after he had taken over reign of affairs in the State Government on January 8, Vohra, in the short term context, had directed that the work of each department would be largely cleared by the Administrative Secretary concerned and certain items of work were to be decided by the Governor through the Chief Secretary.
However, the Governor has now decided to restructure the present decision making process keeping in view the new perspective, sources said, adding, in this context, Vohra would be issuing fresh instructions within the next few days.
Vohra had directed the Chief Secretary and the DGP to issue special instructions to all echelons to particularly ensure that the demands and convenience of the people at large were looked after and nor harassment of any kind is caused to the general public.
Sources said the upcoming guidelines of the Governor would also extensively cover the Police Department apart from the civil administration and would be devised in such a way that the issues of common man are addressed within the minimum possible time and without any harassment.
“The instructions were expected to be issued in the next few days,’’ sources said, adding the Raj Bhavan was working on it and as soon as they were finalized, they will be issued.
