Three IAS, 1 IFS among 10 serving officers facing corruption charges

JAMMU, Mar 4: Contrary to the tall claims of the Government about taking numerous steps to remove the blot of Jammu and Kashmir being most corrupt State in the country, the level of corruption continues to be alarming as 10 serving officers including three IAS and one IFS have been facing corruption charges while as seven are facing trial in the courts of Special Judge Anti-Corruption. Moreover, 31 employees have been convicted by the courts for their involvement in the corrupt practices during the past three years.
These details were provided by none else than the Chief Minister, Omar Abdullah in the written reply to the question of National Panthers Party (NPP) MLA from Udhampur, Balwant Singh Mankotia in the Legislative Assembly today.
The officers against whom the corruption cases are pending before the State Vigilance Organization as on January 1, 2013, are Farooq Ahmad Geelani (IFS), the then Chief Executive Officer (CEO) IWDP Rambiara, Mohammad Yousuf Bhat (KAS), the then ACD Anantnag, Baseer Ahmad Khan (IAS), the then Deputy Commissioner Baramulla, Abdul Majid Mir (KAS), the then Director CAPD Kashmir, Adil Rashid Naqash (KAS), the then Additional District Commissioner Pulwama, Hemant Kumar (KAS), the then Director CAPD Jammu, Mukhtar-ul-Aziz (KAS), the then Additional Deputy Commissioner Srinagar, Vinod Koul (IAS), the then Relief Commissioner (Migrants), Jammu, Ghulam Nabi Balwan (KAS), the then Assistant Commissioner Development, Ghulam Ahmad Khawaja (KAS) and P K Pole (IAS), the then Deputy Commissioner Reasi.
Despite registration of cases against them, 10 out of 11 officers have been posted on important posts. Farooq Ahmad Geelani is Conservator of Forests North Kashmir despite the fact that Union Ministry of Environment and Forests has accorded sanction to prosecute him.
Similarly, Mohammad Yousuf Bhat is holding the post of Chief Executive Officer (CEO) Tourism Development Authority Sonamarg and Baseer Ahmad Khan is Deputy Commissioner Srinagar. In his case, the prosecution sanction is awaited from the Department of Personal and Trainings (DoPT), Government of India. Abdul Majid Mir is Custodian General J&K while as Hemant Kumar is Special Secretary, Higher Education Department and Mukhtar-ul-Aziz is Joint Director Handloom, Kashmir.
Likewise, Vinod Koul is Secretary, ARI and Trainings Department while as Ghulam Nabi Balwan is Additional Deputy Commissioner Doda and Ghulam Ahmad Khawaja is holding the post of Deputy Commissioner Baramulla. P K Pole is presently Deputy Commissioner Udhampur. Adil Rashid Naqash has already been dismissed from the service under CCA Rules.
The officers who are facing trial in the Courts of Special Judge Anti-Corruption are Ghulam Hassan Wani, the then Joint Registrar, Cooperative (Audit), Kashmir (presently Secretary State Commission for Backward Classes), Mohammad Ashraf Wani, the then Joint Director CAPD (presently awaiting orders of posting), Abdul Rashid Bhat, the then Project Officer Wage Employment, Kupwara (presently Joint Registrar INDUCOS, Handicrafts Department), Ghulam Mohi-ud-Din Rather, the then Assistant Commissioner Revenue/Collector Land Acquisition, Pahalgam (presently Deputy Secretary Transport Department), Gulzar Ahmad Bhat, the then AC Land Acquisition, Srinagar (presently Project Officer Self Employment Budgam with additional charge of ACD Budgam), G A Dar, the then Director Horticulture, Kashmir (presently ADC Kulgam) and Mohammad Tariq Mir, the then Deputy Director Social Welfare Department, Jammu (presently Deputy Secretary, ARI and Trainings Department).
