JAMMU, Sept 15: Former Minister and President DCC Kathua, Dr. Manohar Lal Sharma today termed Back to Village 3 by J&K administration as a futile exercise and accused BJP for weakening grass roots democracy under the garb of the ‘Back to Village’ programme and using bureaucracy to fulfill their political motives as their own workers and ministers have failed miserably to fulfill the promises made to the general masses.
Manohar said Back to Village-1 & Back to Village-2 has been a flop show as nothing promised during these programmes is visible on ground.
“Sarpanches, Panches and even locals are asking what happened to the problems brought forth in B2V-1 & B2V-2. When funds had not been released for various works announced in the previous phases of Back to Village then what was the fun of conducting the third phase of the programme,” he asked.
Sharma said, MGNREGA payments are still pending in crores in each blocks and people are waiting for their installments under Indira Awas Yojna.
“Affordable housing is not implemented at all and safe drinking water is available for less than 40 per cent of the population, roads are in dilapidated condition, 90 per cent of hand pumps are still non operational,” the Congress leader said.
