JAMMU, Feb 10: State Vigilance Commission (SVC) has disposed of 2928 cases in less than three years.
An official spokesman said that SVC which came to be constituted in February, 2013, disposed of 2928 cases in less than three years up to December 2015. During this period the Commission received 3353 complaints out of which 2928 complaints were disposed off while the remaining 425 are under scrutiny/enquiry. This includes cases received from the State Accountability Commission (SAC).
As per their Annual Report for the year 2011-12, the SAC out of 458 pending complaints disposed off 128 complaints during one year and transferred 282 cases to SVC. However, the SVC received 286 cases from the SAC and almost all of them were at the initial hearing stage.
The 2928 cases decided by the SVC include 274 cases out of 286 cases received from the SAC and only 12 of the SAC referred cases are pending and are at advanced stage of finalization, the spokesman said, adding the SVC during the year 2015 decided a huge 1738 complaints compared to 972 in 2014 and 218 in the year 2013.
The complaints being received by the Commission have also shown steady increase from 699 in 2013 to 1168 in 2014 and 1200 in 2015. The increasing number of complaints being received by the State Vigilance Commission is indicative of public faith in the Commission for redressal of their grievances and quick disposal of cases by the Commission only reinforces this, the spokesman said, adding the cases taken up by the Commission have resulted in identifying huge chunks of State and Forest Land under illegal encroachment and more than 417 kanals are under eviction or have been got vacated by the intervention of the Commission.
During the period, large number of illegalities in the functioning of various departments were detected which includes fudging of date of birth by employees, involvement of officers in Roshni Scam, cases of corruption in implementation of MGNREGA scheme, PWD works, Indira Awas Yojna, Rural Development Works etc for which so far, 88 FIRs/PEs have been registered and Regular Departmental Enquiry instituted in 219 cases.
Based on the modus-operandi adopted by various unscrupulous officials, 18 recommendations have been made to the Government recently to bring in transparency in the working of Government offices and improve governance. These include installation of CCTVs to record the working of dealing hands for issuance of PRCs, gun licenses, character certificates, category certificates in DC offices, RTO offices, treasuries, cashiers and accountant in Engineering Departments/ Offices, BDO offices, Lakhanpur and Lower Munda Check Posts, fixed Traffic Check Points, Police Stations, Commercial Taxes and Excise offices and Municipal offices etc.
Single window clearance for building permission for setting up of Industrial Units including grant of electric connection etc, doing away with visit of police personnel to individuals for passport and other verifications, stoppage of visits of individual officials to Industrial Units for various checkings and online service for application for various exams and jobs have also been recommended.
