JAMMU, Feb 11: State Vigilance Commission (SVC) today directed Revenue Secretary to issue instructions to all the Deputy Commissioners for completion of all the pending enquires within next 45 days.
The direction was issued in a meeting convened by the Commission to discuss pending enquiries and complaints of the Revenue Department. It was pointed out in the meeting that Revenue Department has highest number of enquires/complaints pending for disposal.
The meeting was chaired by Kuldeep Khoda, Chief Vigilance Commissioner and attended by Dr R K Jerath and Gous-ul-Nisa Jeelani, Vigilance Commissioners, Sheikh Owais, Director Vigilance, Vinod Koul, Commissioner Secretary to Govt. Revenue Department, A K Sahu, Deputy Commissioner Jammu and other senior officers of SVC and Vigilance Organization.
The CVC directed the Commissioner Secretary to Govt Revenue Department to issue instructions to all Deputy Commissioners to take up the pending enquires and complete them within next 45 days.
He was also instructed to give instructions to ACs to evict those persons whom land was allotted under Roshni Scheme but have failed to deposit the requisite money within stipulated time. Further, it was also stressed upon the CVOs, DVOs and District VOs that they should fix a calendar for every complaint/enquiry for its proper follow-up.
It was made clear that provisions for cohesive measures are laid down in the SVC Act & Rules for compliance but the Commission understands the difficulties of the officers working in the field and is granting sufficient time to them for submitting their reports and information. However, non-compliance is being taken seriously.
Earlier, Director Vigilance Organization informed the Commission that certain difficulties are being faced by the Vigilance officers while getting the records from various departments, which result in avoidable delay in concluding the investigations.
It was made clear during the meeting that the services of CVOs, DVOs and District VOs have been safeguarded under the SVC Act & Rules and their role has to be proactive and not just a mere formality.
Revenue Secretary informed that a mechanism will be devised whereby all the Deputy Commissioners will appoint Nodal Officers in their respective districts to collect any information from the State Vigilance Commission/ Vigilance Organization required for smooth conduct of such enquires which will result in their timely disposal.
Deputy Director Prosecution highlighted the duties and responsibilities of the CVOs and DVOs, as provided under the State Vigilance Commission Act & Rules. This was followed by a detailed practical procedure to be adopted by the CVOs, DVOs and District VOs while conducting enquires particularly in respect of complaints regarding execution of works, attestation of mutations, disproportionate assets, illegal appointments, fake DOBs, category certificates, qualification certificates and PRCs etc.
