JAMMU, Feb 11: Exhorting upon the “men in uniform” to understand values of human rights, the Inspector General of Police (IGP), Technical Services, PHQ, H .K. Lohia today said that it is the legitimate duty of all law enforcing agencies to safe guard human rights of every citizen in all circumstances. He stressed for bringing awareness among the personnel towards their role and responsibility in protecting the rights of the people.
Mr. Lohia was inaugurating day long debate competition, organized by Police Technical Services and Telecommunic-ation at Armed Police Headquarters (APHQ) here today. Topic for the debate was “State violation of human rights escalates violence rather than control it” in which 30 speakers representing PHQ, CID, Crime, Telecommunication, Security, Traffic, workshop and railway participated.
Elaborating the aims and objectives of the debate, Mr. Lohia said that the annual debate is organized on the initiatives of National Human Rights Commission to educate the police personnel about their responsibilities towards human rights. He said that police personnel while maintaining peace and order have to face hostile situations and it is their legitimate duty to safe guard human rights in all circumstances. He emphasized the need to bring awareness among the masses so that they understand the value of their rights.
IGP said that the police organization can achieve good results in educating their men and officers to honour the human rights by organizing such debates at different levels. He said that JKP is focusing on the subject vigorously and has introduced human rights as a subject in the syllabus of all police training institutions.
Earlier in his welcome address, the Director Police Telecommunication (DPT), Hilal Ahmad Shah, gave detailed resume and threw light on the aims and objectives of the debate. He deliberated on the historical background of respect of human rights and drawbacks of their violations.
A jury headed by DIG Jhony William with its members SSP Telecom Rakesh Dhar, SSP Transport Workshop R. S. Sambyal and Dy. Director Prosecution (Traffic), Pawan Khajuria adjudged the performance of the competitors. During the competition, question-answer session was also held and the topic was deliberated efficiently and argued very well.
At the conclusion of the debate, Inspector, Sane Sharma of Police Telecommunication was declared winner of the debate. However Inspector Afaq Ahmad of Crime Wing and Inspector Dr. Usha Kher of Traffic was declared Ist and 2nd runner ups and were rewarded.
