2 suspended for custodial death

SRINAGAR, Feb 11: The Chowki Officer and guard commander were suspended today after a man who was arrested on murder charges died in alleged police custody in North Kashmir’s Kupwara district this morning.
DIG North Kashmir, Gareeb Dass told Excelsior that he has directed the Superintendent of Police, Kupwara, to issue suspension orders for the Chowki Officer, Zirhama and the guard commander over the death of Nazir Ahmad Mughal. He said that magisterial inquest proceedings have been initiated in the case under death in custody. He said that FIR is being registered against the guard commander in death in custody case.
A police spokesman while giving details said that yesterday murder accused Nazir Ahmad Mughal son of Abdul Rehman adopted son of Bahadur Khan resident of Gujjarpati, Zirhama, Kupwara who was in police custody in case FIR no 76/2014 under section 364,302/ RPC of Police Station Trehgam complained of chest pain and was shifted to District Hospital, Kupwara by police for treatment.
The spokesman said that he was attended by District Hospital doctors and after few hours he gave slip to police in the garb of attending the call of nature in the bathroom of the hospital. “Instantly the search was conducted to trace him out and in the morning of 11-02-2015 his body was found near the compound wall of district hospital. Magisterial inquest proceedings has been initiated according to law strictly as per NHRC guidelines”, the spokesman added.
Mughal was called by police post Zirhama on February 6 for questioning in connection with the murder case.  “Yesterday at around 7 p.m. police brought Nazir to the hospital for treatment, after giving him injections and other medicines, doctor advised him X-Ray, ECG and other tests. However, policemen accompanying him took him away without bringing him back. This morning the man was brought dead to the hospital by the policemen”, said hospital sources.
Protests broke out this morning in the frontier district of Kupwara after the alleged custodial death of Nazir Ahmad Mughal who was arrested on murder charges last week. Protesters were demanding action against the policemen responsible for his death and inquiry into cause of his death.
The protesters clashed with Police and Central Reserve Police Force (CRPF) personnel at Mir Mohalla, Jamia Qadeem, Regipora, Iqbal Market, Darzipora and Gania Mohalla in the district. Police and CRPF fired teargas shells to disperse the protesters.
