NEW DELHI, Dec 6: Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances,Pensions, Atomic Energy and Space, Dr Jitendra Singh has asked the Governments of different States and Union Territories to follow the DoPT (Department of Personnel & Training) guidelines in carrying out postings and transfers of officers.
Addressing an interactive programme of the Provincial and State Administrative Service officers who have been recently inducted into Indian Administrative Service (IAS), Dr Jitendra Singh said, arbitrary postings and transfers without a sound justification or for extraneous considerations, not only lead to disruption in the continuity of administrative process but also tend to de-motivate the officers who are performing well and with integrity. He said, arbitrary transfer of an officer before having completed the minimum reasonable tenure also leads to similar deleterious consequences.
The issue came up for discussion when one of the participants pointed to this during the interaction. Pertinent to mention that, as per the DoPT guidelines, all the districts are expected to be headed by an IAS District Magistrate(DM) and IPS Senior Superintendent of Police (SSP). Further, in the normal course, transfer of these officers before the term of two years is to be avoided.
Responding to queries regarding specialized training courses for officers at different institutes or universities within India and abroad, Dr Jitendra Singh said, under Prime Minister Narendra Modi, over the last five years, a number of innovative steps have been taken to streamline the services and training programmes, so that these are in keeping with the changing priorities of New India and at the same time, training options provided to serving officers are cost-effective as well as result oriented.
He also referred to several innovations and out-of-box initiatives carried out in the curriculum of the training being imparted at Lal Bahadur Shastri National Academy of Administration (LBSNAA) Mussoorie and other training institutes. In this regard, he mentioned the introduction of “Common Foundation Course”, training workshops for Provincial and State Civil Service officers and several other measures.
