JAMMU, Aug 28: For implementation of the GOBAR DHAN and Swachh Bharat Mission Gramin schemes, the State Government has accorded sanction for the constitution of State Technical Advisory Committee (STAC), District Water & Sanitation Committee (DWSC), District Swachhata Committee (DSC) and Block Level Committee (BLC).
The STAC shall be headed by Administrative Secretary of the Rural Development and Panchayti Raj while Director Rural Sanitation, J&K shall be Member Secretary and representatives of Agriculture Production Department, Animal/Sheep Husbandry Department, Renewable Energy and Pollution Control Board (not below the rank of Addl Secretary) shall be the Members.
The STAC shall approve DPRs under the programme received fr5om district, provide policy and implementation support to scale up implementation of GOBAR-DHAN initiatives and ensure timely fund flow for the approved projects.
The DWSC and DSC, headed by the concerned District Development Commissioner, shall prepare Swachhta Plan for the district, including number and location of CSCs, SLWM projects, IHHL and IEC activities besides identification of menstrual hygiene Gram Panchayat for implementation of GOBAR-DHAN scheme and other components with targets defined on monthly basis.
It shall also ensure achievement of ODF status by the districts, timely fund flow, achievement of targets, proper monitor and implementation of project and any other responsibility assigned by the Central or State government.
The Block Level Committee shall be headed by BDO as Chairman while Panchayat Inspector shall be Member Secretary and Block Level Officer from Agriculture Department, Animal/Sheep Husbandry Department, Renewable Energy and Pollution Control Board shall be the Members.
This committee shall identify appropriate site for construction of the plant in consultation with the entity, ensure a Gram Sabha and resolution for participation of the village for GOBAR-DHAN project implementation, monitor the project and report progress to District.
