JAMMU, Dec 17: Additional Director General Armed (J&K) has recommended action against an IPS officer of the SSP rank to the J&K Police Headquarters and the Home Department and placed his junior officer of the rank of Inspector at APHQ, under suspension for allegedly exploiting a woman, wife of their subordinate.
The action against a senior Police officer and his junior was initiated by the Additional DG Armed (J&K), S M Sahai after the IGP Armed Police/ IRP Jammu Zone P R Manhas and IG Armed/ IRP Kashmir Zone T Punchok conducted preliminary secret/ discreet inquiry into the allegations leveled by a Police Constable, the then serving under them, alleging that with the misconduct of these two officers his family life has been destroyed. He also alleged ‘exploitation’ of his wife by the senior officer and his junior.
After corroborating the serious charges leveled against the then SO to ADG and Inspector Mehboob-ul-Haq ( No 3838/NGO, JKAP 14 Bn), with the inquiry report submitted to the APHQ by both the IGPs, the ADG placed Inspector Mehboob-ul-Haq under suspicion vide APHQ Order No. 789 of 2013 dated 14-12-2013.
The Inquiry conducted by the IGPs and forwarded to ADG vide their communication Nos. ZAPHQ-J/CS/2013/1153 dated 8-11-2013 & ZAPHQ/Estt-Enq/2013/9580 dated 2-12-2013, respectively, revealed that “the then SP Mansoor Ahmed Untoo and Insp Mehboob-ul-Haq had been in touch with the wife of Constable during the odd night hours for long periods of time.” The inquiry officers also managed the cell/ land-line phone call details of both the officers and the woman (wife of Constable Deepak Kumar the then posted in APHQ).
While the ADG recommended action against the newly inducted IPS officer and ordered yet another detailed departmental inquiry against junior officer. DIG, IRP Jammu had been directed to conduct detailed probe into the whole matter and submit report within two weeks to APHQ.
ADG Armed, J&K Mr Sahai when contacted confirmed that on the basis of serious allegations raised by a Constable regarding exploitation of his wife by senior officer and his junior the then in the personal section at APHQ, the action was taken against junior. He said on the basis of allegations, both the IGs were directed to conduct secret inquiry into the allegations. After receiving the reports and corroborating the same, the action was taken against the Inspector as it was under his competence. When asked why the senior officer was spared, Mr Sahai said, “it was not within my jurisdiction. I can only recommend the same and I have done it.” When asked to whom he has recommended the action, Mr Sahai said, “obviously to the J&K Police Headquarters.”
