Special scholarship scheme for J&K

Sir,
Refer to the notification (DIP/K-4639) of Higher Education Department, Govt. of Jammu and Kashmir dated 14-7-12 which appeared in this paper on 20-07-2012.
The eligibility criteria laid down in the notification are utterly discriminatory to the students who have passed the class XII or equivalent examination through Boards other than State Board of Jammu and Kashmir.
The scheme should have been available to all the domicile students of Jammu and Kashmir irrespective of the Board through which they passed their 12th class examination. A significant number of students of the state are studying in CBSE schools. CBSE students should not be deprived of the scheme as they deserve it in all respects as applicable to J &K Board students. CBSE students reside in all the three regions and belong to all religions of the state as do the J & K Board students.
Therefore ,I request the Higher Education Department to modify the eligibility criteria forthwith and make the scheme applicable to all the students of the state irrespective of their Boards. I also request the Ministry of Human Resource Development Department of Higher Education, Govt. of India, New Delhi to amend the eligibility criteria at the earliest so that all the domicile J & K students are benefitted.
I also request parents/guardians of students of other Boards to vehemently press at their level for early modification of eligibility criteria set out in the notification.
