Shifting border polling stations

Sir,
The administration has rightly decided  to shift all border polling stations numbering 650 to safer alternate locations so as to thwart designs of Pakistan Army and Rangers to disturb polling process along areas living on LOC and international border in Jammu & Kashmir. But the disturbing thing is the decision  ‘to shift polling stations to safer locations if Pakistan forces resort to any misadventure on the day of polling’.
Going by the casualties suffered by civilians located in the villages near borders with  Pakistan during the past few weeks, it would be appropriate if the authorities decide to shift polling stations to safer locations ahead of the day of polling. It may not be good to wait till the D Day because Pakistan cannot be trusted to restrain, and in case they resort to firing, the electorate at original locations along borders would be sitting ducks.
