NEW DELHI, July 17: Demand for separate IAS cadre has been received from certain States, but the Centre has not yet given its final view on this.
Stating this in reply to a question in the Lok Sabha, Minister In-Charge DoPT (Department of Personnel & Training) Dr Jitendra Singh informed that the State Government of Arunachal Pradesh, among other State Governments, has submitted proposal for creation of a separate cadre for IAS/IPS/IFS officers for the State. Such proposals, the reply further stated, are examined on the basis of consensus amongst the constituents of the Joint Cadre Authority by the union Ministry of Home Affairs.
Pertinent to mention that a common combined cadre namely AGMUT was set up for some of the smaller States and Union Territories where the number of IAS officers to be appointed was expected to be too low for a separate cadre. As a result, Arunachal Pradesh, Goa, Mizoram and the Union Territories were allocated a common cadre for IAS and other services.
The plea put forward by these States and Union Territories is that, unlike other States which have a separate individual cadre of their own, because of the common cadre, the officers allocated to these States and Union Territories are subject to frequent transfers from one State to the other, which, according to them, has its own disadvantages and also deprives these officers from their sense of belonging.
Meanwhile, the State of Meghalaya, which shares a common cadre with the State of Assam, has also submitted a proposal for creation of a separate Meghalaya cadre for IAS & IPS officers.
