My intention isn’t to downgrade any section of employees.Whatever has been written is to unfold the consequences of order No. 631.
In the year 2015 JKSSB issued a total of seven advertisements inviting online applications for various posts in different departments. In all the advertisements it was mentioned that distance degrees will be entertained in accordance with the Govt order no 252-HE dated 30/05/2012. The said order recognises the distance degrees of Jammu University, Kashmir University, IGNOU, MANUU and DOEACC. There are thousands of employees including those in gazatted cadre, who have obtained their degrees through distance mode. J&K govt is going to train the untrained teachers in collaboration with IGNOU, remember distance. Even I don’t think the High Court rejected the forms of those candidates who have studied through distance mode and recently appeared in written test for the posts of junior assistants in various courts, remember the alleged wrong interpretation of hon’ble High Court order asking for screening of fake degrees obtained from tuck shops. Likewise JKPSC accepts distance degrees while advertising gazatted posts. Professors of Jammu University are serving as co-ordinators of IGNOU study centres. While framing public policy due care must be taken.Every action/inaction must be in accordance with the standing rules.You can’t doubt the efficiency of any RET only because he/she did distance degree and at the same time promoting/recruiting distance degree holders to gazatted cadre. If anyone has produced invalid/fake degrees what is the need to conduct test for him. Why don’t authorties start legal action against fake/invalid degree holders? Suppose if it is established that someone has produced fake degree and he secures qualifying marks in test. Will it validate the fake degree? Further fixing the qualifying marks at 60% is not justified, just go through the marks secured by JKSSB selected candidates in written exam.
It is not the question of 65000 RETs or their families . What about the fate of those thousands of students who are studying through distance mode of universities recognised by Order no 252-HE of 2012.Also would like to add that intake capacity of our universities for regular courses is not sufficient which compell students to opt for distance learning. In addition working professionals or economically deprived individuals also opt for distance learning. Proposed action against genuine distance degree holders will put a question mark on the future of students studying through distance mode.
If at all you have to test the profiency, why don’t you conduct a common test for entire teaching community be it RET or others. If ReTs perform poor than others Govt will be entitled to go for necessary steps to enhance the capacity of ReTs only.
