Sanction of funds for Panchayats a positive step: Sukhnandan

JAMMU, Sept 11: Panchayati Raj Cell BJP J&K UT has complimented UT Government’s announcement of Rs 10 lakh for each Panchayats under Back to Village (B2V) program that is scheduled to begin from October 2.
Ch.Sukhnandan Kumar, former Minister and Chairman Panchayats Raj Cell BJP of the UT, while addressing a gathering of Panchayat members including Sarpanches and Panches of Marh constituency at village Gajansoo said sanction of funds for B2V Programme is a positive step by the Lieutenant Governor, Manoj Sinha to make B2V program a meaningful and development orientated.
He informed that there are over 4,000 Panchayats in J & K therefore this amount if utilized properly would make tangible development in villages of the UT.
Senior leader BJP and ex.MLA, Khour Dr.Krishan Lal was also present on the occasion and said that this time during 3rd phase of Back to Village programme ,balance should be maintained so that the officers who have assigned the task should reach at every Panchayats to note down the real grievances of the rural population. He said it is possible only when it will be done in phased manner. He said four or five officers who are assigned the task to cover the whole block which consists of 25 to 30 Panchayats are unable to cover all Panchayats in a single day, so in mega blocks they should visits four to five times so that they can visit every Panchyat only then the real picture will come out.
On the occasion, the leaders also urged the Government to release the pending payments under MGNREGA for the financial year 2017-18 of whole UT, as the people who have executed and completed such works are at the verge of starvation and if the pending payments will not be released no one in the future will agree to execute such developmental activities.
The Panches and Sarpanches also are of the view that some amount should be kept on the disposal of the Panchayats to execute the emergent nature of works without tendering as tendering process is a time consuming.
The elected representatives also demanded minimum honorarium for the Chowkidars. They urged the Lt. Governor that an consolidated amount should be fixed as honorarium for the Chowkidars of the village.
Chairman Block Development Council (BDC), Marh Surinder Kumar and chairman BDC Mandal, Madan Lal, district, president BJYM Jammu rural, Deepak Panday, secretary BJP J&K UT, Vikas Choudhary and Sarpanches, Panches of almost all the Panchayats were also present on the occasion.
