Sakina reviews progress on setting up of SCPCR

SRINAGAR, Aug 30: A delegation of National Commission for Protection of Child Rights (NCPCR) on Friday called on the Minister for Social Welfare, Sakina Itoo and discussed the status for setting up of Juvenile Welfare Boards at various district headquarters across the state.
The delegation deliberated in length about the registration of Child Care Homes as per Juvenile Welfare Boards and establishment of State Commission for Protection of Child Rights in the Jammu and Kashmir State.
Secretary, Social Welfare Department, Gazanffer Hussain  Vinod Kumar Tikoo, Yogesh Dubey ,Members of National Commission for Protection of Child Rights and other officers of the Social Welfare Department were present in the meeting.
The meeting was informed that in terms of SRO 205  of May, 2013 Juvenile Welfare Boards were constituted  under the repealed Act. It was further informed that the District Magistrates of the concerned districts would be the Chairmen, while CMO, Assistant Labor Commissioner, Tehsildar Territorial, District Social Welfare Officers of the concerned districts and one woman nominated by the District Magistrate would be the members of the Board.
It was given out in the meeting that the Government has established 27 Bal Ashrams in the State, besides the Social Welfare Board is also running two Sudhar Shelter Homes for housing the orphans. In addition, the State Government has also established State Rehabilitation Council for providing relief to the victims of militancy related incidents.
The meeting was further told that on the pattern of National Commissioner for Protection of Child Rights, Social Welfare Department has drafted a Bill titled Jammu & Kashmir State Commission for Protection of Child Rights Act. The Draft Bill vetted by the Law Department on the advice of Finance Department, has been sent to Planning and Development Department for getting formal nod.
Addressing the meeting, the Minister sought suggestions from the members so that positive things may be incorporated in the State Draft Bill for strengthening the Institution. She said that the State Government has already taken a number of steps for proving best facilities to the inmates of Juvenile Homes and protection of their rights.
