SAC approves promotion, grade for 38 officers

SRINAGAR, Oct 25: The State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik has approved promotion/ release of grade to the officers of the Indian Police Service, Indian Forest Service, Jammu and Kashmir Administrative Service and other departmental services.
It approved promotion of three IFS officers of 1987 batch, namely, Om Praksh Sharma, Dr Mohit Gera (on proforma basis) and Neelu Gera to the level of Principal Chief Conservator of Forests w.e.f. 01.08.2019; promotion of two IFS officers of 1993 batch, namely, Sanjay Kumar Sinha and RK Tiwari (on proforma basis), two IFS officers of 1994 batch, including Vasu Yadav and J. Frankoi to the level of Additional Principal Chief Conservators of Forests w.e.f. 01.01.2019.
In another decision, the SAC also approved ante-dating of promotion of one IFS officer of 1989 batch, BK Singh (on proforma basis), one IFS officer of 1990 batch, Jigmet Takpa (on proforma basis) and one IFS officer of 1991 batch, Suresh Kumar Gupta to the level of Additional Principal Chief Conservator of Forests from 09.02.2018 to 01.07.2017. The SAC approved promotion of two IFS officers of 2001 batch, PK Raghaw and Shally Ranjan to the level of Chief Conservator of Forests w.e.f. 01.01.2019.
It accorded sanction to the ante-dating of promotion of seven IPS officers including S. Anand Jain and SR Samuel (on proforma basis), Nitish Kumar, Ashkoor Ahmed Wani from 05.06.2017 to 01.01.2017, Nissar Ahmad from 05.06.2007 to 01.03.2017 and Ghulam Hassan Bhat from 01.01.2018 01.04.2017. Further, promotion of Mr. Bashir Ahmad Itoo to the Super Time Scale (ii)-IGP w.e.f. 01.01.2017 has also been approved. It also approved placement of Amit Kumar, IPS in the Selection Grade of IPS (Level-13) in the pay matrix w.e.f. 01.01.2019.
The SAC approved release of Selection Grade (non-functional) in respect of one IFS officer of 2005 batch, Dr VS Senthil Kumar w.e.f. 01.01.2018 and three IFS officers of 2006 batch namely Dr MK Kumar, Mr Irfan Rasool Wani and Mr S.Harmohinder Singh w.e.f. 01.01.2019.
It approved release of Selection Grade of the Jammu and Kashmir Administrative Service in favour of Shahnawaz Bukhari w.e.f. 01.05.2014.
It also approved appointment (by promotion) of seven officers of different departmental feeding services to the Time Scale of Jammu and Kashmir Administrative Service w.e.f. 01.01.2018. The officers are Mohammad Rashid (Excise and Taxation Service), Samir Ahmad Jan, Rishi Kumar Sharma and Manpreet Kour (Rural Development Service), Saleem Beigh, Dilshada Akhter and Rafiq Ahmad Lone (Social Welfare Service).
The SAC approved release of grade to the Time Scale of Jammu and Kashmir Administrative Service in favour of Vijay Shankar Lahori at Time Scale level (notional basis) w.e.f. 23.09.1997 to 09.08.2005 and Selection Grade of Jammu and Kashmir Administrative Service notionally w.e.f. 10.08.2005 to 30.06.2006 and regularly w.e.f. 01.07.2006 to 31.07.2006.
The SAC also approved appointment of Dr Sunanda Raina, Professor and Head, Department of Anatomy, Government Medical College, Jammu as Principal, Government Medical College, Jammu w.e.f. 13.03.2017.
The SAC approved promotion of Iftikhar Ahmad Hakim as Chief Town Planner, Town Planning Organization w.e.f. 01.09.2016.
It also approved regularization of promotion of Mohammad Ashraf Pandit and Skinder Mohan Kapoor, Joint Directors Prosecution as Directors Prosecution w.e.f. 14.08.2017 to 31.05.2019 and 15.03.2018 respectively.
The SAC also approved promotion of Rakesh Kumar, Senior Private Secretary of the Jammu and Kashmir Private Secretaries to Head of Departments (Gazetted) Service as Principal Private Secretary w.e.f. 30.09.2019 in the Level-12 in the pay matrix.
In another decision aimed at equitable career progression of officers and addressing stagnation, the SAC approved the reorganization of the Jammu and Kashmir Legal (Gazetted) Service and Law Officers Service. This will end up adhocism, which had stunted career progression of officers in the two services thereby, leading to de-motivation and disillusionment among the officers. The decision will not only ensure regular promotions at various levels upto 31.12.2018 but also help in better cadre management.
The Jammu and Kashmir Legal (Gazetted) Service and Law Officers Service shall now be two distinct cadres and will operate separately with a separate seniority.
The SAC further approved that the Jammu and Kashmir Legal (Gazetted) Service shall be primary and progressive service. The Law Officers Service will be a diminishing service/cadre which shall cease to exist with the retirement or death or relinquishment of post by the last incumbent beginning from the Public Law Officers. The abolition of the posts which will begin from the level of Public Law Officers will finally culminate at Special Secretary level. In future, all fresh recruitments to the entry level posts shall be made in the Jammu and Kashmir Legal (Gazetted) Service only.
It approved the promotion/release of grade of Secretary to the Government in favor of three Special Secretaries.
It also approved the promotion of 4 Additional Secretaries as Special Secretaries, 23 Deputy Legal Remembrancer/Senior Law Officers as Additional Secretaries, 54 Assistant Legal Remembrancer/Public Law Officers as Deputy Legal Remembrancer/Senior Law Officers and 36 Legal Assistants as Assistant Legal Remembrancer /Public Law Officers.
The SAC approved creation of one post of Secretary to Government, 2 posts of Special Secretaries, 3 posts of Additional Secretary, 8 posts of Deputy Legal Remembrancer, 10 posts of Assistant Legal Remembrancer besides 2 posts of Deputy Director (Adm) and 4 posts of Assistant Director (Adm) in the Department of Law, Justice and Parliamentary Affairs.
