SRINAGAR, Aug 27: An amount of Rs 3,859.72 crore has been released under district plan and Rs 14,600 crore under state plan during two fiscals in Jammu and Kashmir.
Minister for Planning, Ajay Sadhotra informed the Legislative Assembly during Question Hour today that funds to the tune of Rs 3859.72 crore have been released to the districts of the State under District Plan during the past two fiscals.
He said out of the amount, Rs 1887.22 crore have been released during 2012-13 and Rs 1972.50 crore during 2013-14 under the District Plan.
Replying to a question by Mohammad Sharief Niaz, the Minister informed that the data generated by the Planning and Development Department does not recognise Constituency as the unit of development.
He said funds to the tune of Rs 14,600 crore have been released under State Plan to different sectors during past two financial years for comprehensive development in all districts.
In reply to the supplementaries, the Minister said allocation of funds under District Plan on Constituency basis as per data generated would be considered. He said Rs 10 crore have been released under BADP in the State and the Education Department has been asked to forward requirement of funds for completion of ongoing school buildings.
He said that District Development Board meetings have been started and 75 per cent allocation released under Constituency Development Fund (CDF).
Mr Niaz said the Centre has already enhanced the funds under the Border Area Development Programme (BADP) to Rs 50 crore though the state was providing only Rs 10 crore.
Lone Communist Party of India (M) member Mohammad Yousuf Tarigami said despite MLAs being ready to provide finance under CDF for installation or repair of transformer, the department was not ready to clear it.
The Minister said there were clear directions that in case funds were not available against any head, the CDF of local MLA could be utilised.
