At the fag end of this current financial year, the PHE Department has now started collection of water charges. But strangely the officials of the PHE tasked for collecting the revenue don’t have the sufficient records like relevant account number or the amount outstanding against each water consumer households in Jammu city.
The revenue section in the head office of the Chief Engineer, PHE, BC road, Jammu does not have any worthwhile data on the details of the consumers. It has already been stressed by the Government to have all the data-base build up in the computers. But most of the computers are dys-functional and not much progress has been made.
Though the State Government has burdened the water consumers with higher rates but the water supply is far from satisfactory. The water charges collection record is unscientific and not consumer-friendly. Even the willing consumers are not able to deposit their dues without much hardship.
Will the new Minister for PHE, Sham Lal Sharma rise up to the occasion and computerize the records of consumers account numbers, the amount paid or outstanding for efficiency, transparency and accountability for effective collection of water charges by the PHE departments. Will the Minister move fast and firm?
