Reservation Policy

This has reference to the article ‘Restructure Reservation Policy’ by Dr Raja Muzzafar Bhat DE Sep 9, 2015.
The author has not opposed Reservation Policy, but he has not gone deep into reservation matters prevailing in the country.
The author has suggested reservation on economic basis, while the truth is that it is granted on social, educational and economical backwardness. Besides, there is no reservation for OBCs in t he State. They are give mere two percent reservation on the name of other social castes which is a gross discrimination with them.
However, the author has talked about the existing reservation in J&K State vide Justice Anand Committee report of Sept 1977 which automatically stands null and void after  the Apex Courts judgement of 1992 on Mandal Report. The 20% RBA and 3% ALC (totaling 23%) can be adjusted horizontally vide Para 95 of the above cited Apex Court judgement which is already under creamy layer viz economic criteria. Merely economic criteria cannot justify the poverty line.
However, it is agreed that those section which are eligible for reservation benefits, but are not getting them should be provided. Most of these people live in far flung areas and should be given reservation benefits as per the law strictly. This will raise their economic standard.
