Remove Pay Anamolies

Sir,
It is a welcome step that the J&K Finance Minister Dr. Hasseb A. Drabu has announced that the 7th Pay Comission recommendations will be implemented from April 1, 2018 in favour of J&K State Government employees, pensioners and family pensioners which actually becomes due to them w.e.f Jan 1, 2016, besides releasing 3 percent DA in cash which is appreciable but the Finance Minister maintained silence regarding the mode of payment of 7th CPC arrears w.e.f Jan 1 , 2016 to March 2018 when the question regarding the implementation of 7th CPC recommendation was raised by Rigzin Jora in J&K Legislative Assembly on Jan 11 , 2017.
The Committee constituted for the aforesaid purpose is requested to kindly implement the 7th CPC recommendation in toto/at par with the Central Govt. employees, pensioners and family pensioners and not to make/create it’s own Pay Scales+ Grade Pay and allowances and to adopt the policy and principle of equal pay for equal work, otherwise the 7th CPC recommendations will  remain on papers.
The payment of arrears w.e.f Jan 1,2016 to March 2018 may very kindly be paid to all beneficiaries in one go in cash or at the pattern of Central Govt. Employees but not in installments.
It is pertinent to mention it here that various pay anamolies were created while implementing the 6th CPC recommendations in various cadres including the masters, clerical-Ministerial Staff and Class 4 employees. The Masters and the AAO(s) and Section Officers CSO(s) were working in the same pre-revised Pay Scale of  6500-10500 but AAO(s) and SO(s) were given the higher Pay Scale + Grade Pay which is sheer injustice with these employees and this too be removed while implementing the 7th CPC recommendations with retrosrative effect so that Justice is paved to them as these employees serve the common masses.
