Srinagar, Nov 11: The State High Court today directed the Government to ensure release of requisite funds to Director Social Welfare Department for renovation and repairs of orphanages in Srinagar and sought personal appearance of Principal Secretary Finance and Commissioner Secretary SWD on next date of hearing in case funds are not released.
The direction has been passed to Principal Secretary Finance, Commissioner Secretary Revenue and Commissioner Secretary Social Welfare Department for enabling the Director SWD to utilize the same for the desired purpose or appear in person before the court on next date
“The needful (releasing of fund) shall be done within a period of one month”, directs the division bench of Justice Ramalingam Sudhakar and Justice Ali Mohammad Magrey while hearing a suo moto cognizance taken by the court about the dilapidated conditions of orphanages and failure of facilities to the orphans living therein.
The Director SWD, Executive Engineer R&B II division Srinagar and Superintendent of Shalimar Orphanage Home were present before the court as court directed them because of non compliance of earlier court order.
When these officials were asked about the initiatives taken and progress made towards the renovations and repairs of orphanage buildings, they submitted that detailed project report (DPR) of Rs 57 lakhs is the estimated cost for the said purpose.
Court has also been informed that the matter has been taken up with the Commissioner Secretary SWD and with the Finance Department for release of requisite funds and director SWD has sought month’s time so that the requisite funds be issued for the required purpose from the Government.
Court directed the Registrar Judicial to fax the instant order to all concerned especially to principal Secretary Finance and Commissioner Secretaries of Revenue and SWD as also to Director SWD for compliance of the directions contained in the order and directed all of them to file the status before the next date of hearing.
