RDD Secy discusses modus operandi for Antyodaya Survey, PPC

SRINAGAR, Sept 19: Secretary, Rural Development Department and Panchayati Raj, Sheetal Nanda, today held a detailed meeting with the District Development Commissioners of all the districts of the State to discuss the modus operandi to be adopted for carrying out Mission Antyodaya Survey, 2019, and People’s Plan Campaign (PPCs) for the formulation of GPDP of 2020-21, commencing from October 2 to December 31, 2019.
The meeting was attended by Deputy Commissioner Srinagar, Dr. Shahid Iqbal Chaudhary, Director Panchayats, Mohammad Nazir Sheikh, Rural Development, Kashmir, Qazi Sarwar, Director Rural Development, Jammu, Sudharshan Kumar. The meeting was also attended through video conference by other Deputy Commissioners of the state.
It was apprised in the meeting that for this particular programme Nodal Officers will be appointed at 3 different levels viz. State Level, District Level & Block Level. Deputy Commissioner concerned will act as a Nodal Officer at district level while the Block Development Officer will act as the Nodal Officer at the Block Level. The Nodal Officers will ensure inter-departmental coordination at all levels.
The Secretary stressed on the proactive role and involvement of Deputy Commissioners for the smooth functioning of the programme.
The Secretary instructed the DDCs to hold a meeting with sectoral heads of all the line departments whose subjects have been transferred to the Halqa Panchayats for achieving the objectives of the People’s Plan Campaign (PPC) & Mission Antyodaya survey.
She also exhorted upon officers to complete the Mission Antyodaya Survey, 2019 on a fast-track basis. Terming the survey as critical, the Secretary stressed that grading & funding of Panchayats will be based on the important survey.
It was also given out that Panchayat Secretary of the concerned Panchayat shall act as the facilitator for the campaign and will be responsible for convening meeting of Halqa Masjlis for the campaign as and when required and shall record all the proceedings of the said meeting.
The Secretary also impressed on the DDCs to appoint a pool of dedicated frontline workers who will be responsible for explaining in detail regarding various schemes being implemented by the Department at the Panchayat level.
Talking about the importance of the Mission Antyodaya campaign, the Secretary said, “Several Government departments implement development programmes at GP level, but they work in isolation as there is a lack of synergy. This mission, however, will result in much-needed coordination and synergy between different departments working at the ground level.”
Pertinent to mention, GDPD is an intensive and structured exercise for planning at Gram Sabha level through convergence between Panchayati Raj institutions and concerned departments of the State. Under this programme development plan of the Halqa Panchayat is prepared through a participatory process involving all stakeholders matching people’s needs and priorities with available resources.
