JAMMU, Dec 20: While describing Rafale aircraft deal as biggest defence scam in the country, senior AICC leader and Rajya Sabha MP, Dr Sanjay Singh today demanded a probe by Joint Parliamentary Committee (JPC) into the whole episode.
Addressing a press conference in presence of PCC chief, GA Mir and others at the party office today, Dr Singh said that the scam is a sordid saga of causing loss to the public exchequer to the tune of over Rs 41,205 crore, compromising national security and by passing the interests of India’s premier PSU- Hindustan Aeronautics Limited (HAL). He said during UPA regime, a deal for 126 Rafale aircrafts at the cost of Rs 526.10 crore per aircraft was finalised with the same French company Rafale-Dassault Aviation, on December 12, 2012 while Modi Govt struck the deal at the rate of Rs 1670.70 crore per jet aircraft just for 36 aircrafts.

The Congress MP from Amethi (UP), further alleged that not only this, a Rs 30,000 crore contract was given to a 12-day old company ( Reliance Defence) of Ambanis, by ignoring the Govt company, HAL. The Prime Minister, Modi bypassed the mandatory `Defence Procurement Procedures’ , Cabinet Committee on Security and Defence Acquisition Council and allotted the contract of manufacturing a part of the aircraft to a company with zero experience against a reputed company (HAL) of 40 years experience of manufacturing aircrafts.
Dr Singh said that Congress party has already taken stand by declaring that Supreme Court is not the appropriate forum to decide the cases of corruption, pricing, specifications, crony capitalism etc. This can only be done by Joint Parliamentary Committee.
Referring to the clean chit to the Prime Minister Modi over Rafale scam by the apex court, AICC leader said that affidavit filed by the Govt council was no factual. They told lie and misled the court and the nation. He said the apex court refers to CAG report and its examination by PAC and CAG report being in public domain. But truth is that there is no CAG report. The PAC chairman Malikarjun Kharge has stated that neither has the PAC received a CAF report nor has the so called CAG report been discussed in the PAC or presented in the Parliament. As there is no CAG report, the apex court judgment suffers from an incurable flaw. It show that Govt played fraud on the court. He demanded a JPC probe into the whole episode.
Later, the Congress leaders led by Dr Sajay Singh and accompanied by PCC chief GA Mir senior leaders Mula Ram, Raman Bhalla, Rigzin Jora, GM Saroori, Ravinder Sharma, Vikram Malhotra, Manmohan Singh, Kanta Bhan, Th Balbir Singh, Indu Pawar, Yogesh Sawhney, Uday Chib, Neeraj Gupta and others took out protest march from PCC office to Wazarat Road and submitted a memorandum to the Deputy Commissioner for the President of India. They were shouting slogans against Modi Govt over Rafale deal. The protest march then culminated at the same place.
