The leakage of Physics question paper for 12th class in RS Pura, and withdrawal of the same a day ahead of examination is nothing new or unknown to the Board of School Education in our State. Such incidents have happened earlier also in both the regions of Kashmir and Jammu. It is sheer chance that authorities came to know about the scandal at the nick of time and thus had the time gap at their disposal to withdraw the paper from all canters. The question is that this is an old experience of BOSE authorities. Why have not they taken any step to change the system and make it more foolproof? Question papers are handed over to the Superintendents of Examination Centres. What guarantee is there that the sealed question paper cannot be tampered with during the ensuing night? The question is of the gap in time between the delivery of the question paper and the distribution of the same either next morning or the same morning. How to plug this gap is what the BOSE authorities should have seriously thought about. Imagine the breach of trust and the inconvenience that withdrawal or cancellation of the paper causes to the student community, the parents and the administration. How can be the parents convinced that leakages have not taken place in other question papers? In this age of computer and advanced information technology it should be possible to devise methods that would ensure the safety of question papers. It is also important that superintendents in whose custody question papers are to be given are men of proven integrity and honesty. The Head of the institution to which they belong at the time of requisitioning their services as superintendent should be asked to attest to their integrity and honesty.
In the present case, it is important that the matter is thoroughly investigated and the source of leakage established and consequently the law should come into motion and the culprits punished in accordance with the law.
