Pvt Schools Association discusses issue of fees with Asgar Samoon

SRINAGAR, Sept 15: A delegation of Executive members of central body of J&K Private Schools Association, led by its President Kamal Gupta, called on Dr Asgar Hassan Samoon, Principal Secretary to Government, School Education Department regarding his recent tweet for the reduction of 30 percent tuition fee from March to September 2020.
While speaking, members briefed to the Principal Secretary that due to the closure of schools at the beginning of the academic session, enrollment of almost all schools has declined and there is severe financial deficit. “The condition of small schools which are charging tuition fee Rs 500 to Rs1000 per month has become miserable. The whole of the scenario and condition of all those who are solely dependent on private schools has become worrisome as even after Unlock-4.0 parents are reluctant to pay monthly fee on the basis of circular which was issued on 14-05-2020 to bring equilibrium and to save all from exploitation and harassment,” he explained.
To grant relief, members demanded a time bound advisory for the parents who are Government employee or running shops of essential commodities to deposit tuition fee on the basis of circular number 01 Edu of 2020 which was issued on 14-05-2020, during the lock down period.
Restoration of order number 01 FFC 2019, dated January 28, 2019, issued by Fee Fixation Committee to bring all private schools of JKUT out from the financial deficit after October 2020 was also demanded.
Dr Asgar Hassan Samoon gave a patient hearing and said that many private schools are demanding capitation fee / admission fee. He warned that the Government is bound to take stern action against those schools which have not adhered to the order issued during lockdown period on May14, 2020. Action under rule can be initiated against such schools which have collected admission fee from the parents/ students as it is violation of RTE Act, 2009 and also illogical as per clause (8) of order issued by FFC on January 28, 2019.
Moreover, he added, parents who are Government employee or whose business is not affected are bound to deposit tuition fee as per circular number 01 Edu of 2020 which was issued on 14-05-2020.
The Executive members of JKPSA who accompanied the deputation, included Rameshwar Mengi (Vice President), Ajay Gupta (General Secretary) and Deepak Handa (President District Jammu).
