Plus 2 Lecturers’ Forum submits memorandum on ACP to Secy GAD

JAMMU, Dec 8: All J&K Plus Two Lecturer’s Forum President Pardeep Singh Rakwal today visited Civil Secretariat and met GAD Administrative Secretary Piyush Singla to discuss their long pending demand of ACP.
According to a press release, the President discussed the matter in detail with the Secretary who in turn assured that their demand was very much genuine and would definitely be resolved. The Forum submitted the memorandum regarding the same showing comparative statement of Time Bound Promotion patterns in Gazetted cadre of other departments.
The Forum also submitted the memorandum to Principal Secretary School Education Department, Alok Kumar who proceeded the same with number and date. The Forum also met Director Finance SED, Iftikhar Hussain Chauhan.
Pardeep Singh Rakwal alleged discrimination with 10+2 Lecturers amongst Gazetted cadre of JK UT who have been deprived of Assured Progression Scheme (ACP/Time bound promotion) despite repeated requests and memorandum and assurances from various previous dispensations. He hoped that present Government headed by Lt Governor Manoj Sinha will resolve the long pending issue of ACP/TBP pertaining to Plus Two cadre by sanctioning three time bound promotions (from level 9/5400 GP to level 13/8700 GP) within a span of 20 years on the analogy of their other counterparts in Gazetted cadre of different departments and end worst type of stagnation and step motherly treatment.
The Forum also urged for early regularisation of Incharge Lecturers who have been promoted as Lecturers in various disciplines after complete verification by DSEJ & DSEK as per SRO 940 Dated: 17.11.2017 and SRO 339 Dated: 20-12-2005, especially for in-service teachers/masters who have pursued their PG courses through Distance Mode after obtaining prior permission from the department, availing leave for the period attended the universities and from within campuses of the concerned universities.
