Plea to Education Minister

Sir,
I would like to divert the kind attention of Education Minister towards the following factual submissions with the hope that the matter will be looked into sympathetically at an earliest. That a good number of migrant candidates were selected as teachers by the State Recruitment Board vide No. 510 Edu of 1991, dated 15.04.1991 and were posted/adjusted in Leh and Kargil districts respectively for a prescribed period of three years and were transferred back to Jammu province for further duties.
That the Govt. was enough considerate to elevate some selected twenty five teachers to Incharge Masters grade vide Govt. order No. 859 of 2006 DSEK dated 8.7.2006. This promotion process was initiated by the willingless offered by some migrant teachers of the same batch 510 Edu. of 1991 dated 15.4.1991 to serve in the districts of Leh and Kargil thus leaving the promotion avenues of other female migrant teachers to the care of mercy.
That in continuation to order No. 859 of 2006 DSEK dated 8.7.2006 a list of further 135 teachers as incharge masters was issued vide Govt. order 1570 to DSEK of 2013 Dated 12.7.2013. Maintaining its spree, the education department again declared out a list of 169 trained graduate/trained post graduate teachers for promotion as Incharge masters and head teachers respectively.
Since these lists were comprehensive in scope still some of the trained graduate teachers of 1991 batch were dropped out from the said list. These aggrieved teachers approached the C.A.O of Migrant Cell at Jammu and apprised about the problems erupted on account of their non-inclusion in the said list.
The C.E.O Migrant cell submitted the representation to Joint Director School Education, Jammu Vide No. DSEJ/Mig/Acctts/947 dated 18.7.2013 and DSEJ/Mig/Accts/962 Dated 26.7.2013 with the remarks that their non-inclusion was due to oversight.
Joint Direction Jammu was kind enough to forward the applications with requisite documents to Director School Education Srinagar Vide No. DSEJ/528 dated 7.8.2013 for inclusion of the drop out migrant teachers in the upcoming promotion list. Surprisingly a huge list of 600 elevated teachers was made public vide No. 831 DSEK of 2014 which again did not include the names of few migrant drop outs. Since on your part you are revamping the education system on scientific technique it is prayed to direct the concerned quarters to issue orders of promotion to drop outs on the same analogy as was done to the elevated teachers as they are nearing their age of superannuation.
