JAMMU, May 14: Legislative Assembly Speaker Kavinder Gupta today constituted three prestigious Committees of the Assembly and appointed PDP, BJP and NC leaders as heads of the each Committee. Leaders of all political parties in the Assembly and Independent MLAs have been given representation in the Committees.
In addition to three important panels of Committee on Public Accounts, Committee on Public Undertakings and Committee on Estimates, Gupta has also constituted the Privileges Committee and other panels of the Legislative Assembly.
“The Committees on Public Accounts is responsible for looking audit paragraphs of the Comptroller and Auditor General of India against all Government Departments, examine, scrutinize the paragraphs and seek reply from the Departments and then take a decision whether to drop the paragraphs or not. If the Committee is satisfied with the reply of the Departments, it can drop the observations of the CAG,’’ official sources told the Excelsior.
Similarly, they said, the Committee on Public Undertakings deals with similar CAG observations against all Government owned Corporations and take decision on the basis of replies filed by the bodies. The Committee on Estimates deals with functioning of all the Government Departments. It can examine record and working of any Government department and take action accordingly.
BJP MLA Rajiv Jasrotia has been appointed as Chairman of the Committee on Public Undertakings, which will have 10 members including Mohammad Akbar Lone, former Speaker (NC), Nawang Rigzin Jora, former Minister (Congress), Javed Ahmad Rana, former Deputy Chairman of Legislative Council (NC), Mushtaq Ahmad Shah (PDP), Choudhary Mohammad Akram (Congress), Rajesh Gupta and Ravinder Raina (BJP), Mohammad Yusuf Bhat (NC), Abid Hussain Ansari (PDP) and Syed Mohammad Baqir Rizvi (Independent).
NC MLA and former Minister Mian Altaf Ahmad will head the Committee on Public Accounts. Ten members of the Committee included Aga Syed Ruhulla Mehdi (NC), MY Tarigami (CPM), Aijaz Ahmad Khan (Congress), Mohammad Khalil Band (PDP), Abdul Rashid Dar (Congress), Sat Sharma CA, Ajay Nanda and Rajeev Sharma (BJP), Farooq Ahmed Andrabi and Shah Mohammad Tantray (PDP).
PDP MLA Javid Hassan Beigh has been named as Chairman of the Committee on Estimates. The Committee members included Mubarak Gul, former Speaker (NC), Vikar Rasool Wani and Usman Abdul Majid (both Congress), Ishfaq Ahmad Sheikh (NC), Ranbir Singh Pathania, Shakti Parihar and Dina Nath Bhagat (all BJP), Engineer Abdul Rashid (Independent), Raja Manzoor Ahmad and Abdul Rahim Rather (PDP).
Another important panel—the Privileges Committee will be headed by PDP MLA Zahoor Ahmad Mir. Other members of the Committee included Shamim Firdous (NC), Aijaz Ahmad Khan (Congress), Javed Ahmad Rana (NC), Shakti Parihar, Neelam Langeh and Rajesh Gupta (all BJP), Yawar Ahmad Mir (PDP) and Mohammad Yusuf Bhat.
Prominent BJP leader Sham Lal Choudhary will be Chairman of the Committee on Petitions. The Committee members included Vikar Rasool Wani (Congress), Shamima Firdous (NC), Engineer Abdul Rashid (Independent), Altaf Ahmad Wani (NC), Ranbir Singh Pathania (BJP), Bashir Ahmad Dar, Javid Hussain Beigh and Abid Hussain Ansari (PDP).
Speaker Kavinder Gupta will himself head the Rules Committee, General Purposes Committee, Library Committee and the House Committee.
Choudhary Qamar Hussain of PDP will head Ethics Committee while GM Saroori (Congress) will head the Environment Committee.
