Pawan accuses coalition of putting State to Constitutional crisis

JAMMU, July 1: Lambasting the State Government for not doing the needful exercise to implement GST in the Jammu and Kashmir, former Minister and MLA Udhampur, Pawan Gupta today accused the PDP and BJP coalition have deliberately put the State to both political as well as financial crisis
Talking to reporters here, today he said the J&K is the only State in the country whose people have been deprived of One Nation One Tax formula and this way State has been put to both Constitutional as well as financial crisis.
“By not implementing GST the State of J&K can’t do any trade with other States of the country and also the people of the State would have to pay double tax from today resulting into chaos” he said.
He said the concept of GST was given by previous NDA Government in 1999 and later UPA Government furthered it during its rule but the GST law was passed by present NDA regime.

Gupta said but unfortunately J&K Government failed to take appropriate steps for its implementation.
He said in 2013 the then Finance Minister of NC, Congress coalition had agreed to implement GST through Amendment. But this Government has given an impression that by implementing GST State’s fiscal autonomy will be eroded, he added.
Gupta said in ,2014 the modalities for implementation of GST were discussed and it was decided to discuss the same with Union Government and GST Council.
Gupta said “to enact a parallel legislation by the State Government is time consuming as undertaking preparatory work for the same is time consuming,. So how can a State remain in isolation without passing GST”, he added.
Accusing the coalition of suffering from intellectual and political bankruptcy, he said during eight and half months they did not work on GST. “If they have made no exercise how will they pass it” he added.
He appealed Centre and State Government to pass the GST and save the people of State from double taxation.
Gupta said an impression is given that GST will erode autonomy and traders of the Valley have been instigated to launch agitation to oppose the new act.
He said had the Government been sincere for implementation of GST in the State it should have started exercise two years back which it did not made.
