Panel meets today for posts of DGs, ADGs, IGPs and DIGs

JAMMU, Feb 5: Several top police officers including Additional DGPs, IGPs, DIGs and SSPs will be considered for promotion to the next rank in the meeting of the Screening Committee, which will be held tomorrow morning. The promotions have become due after completion of requisite services by the IPS officers of Jammu and Kashmir cadre.
Official sources told the Excelsior that the Screening Committee headed by Chief Secretary BR Sharma and comprising Principal Secretary (Home) RK Goyal and Director General of Police (DGP) K Rajendra Kumar, is scheduled to meet at the Civil Secretariat at 11 am tomorrow to finalize the promotions.
The officer of the rank of the Financial Commissioner can also be incorporated in the meeting, if the Chairman desires.
The promotions finalized by the Committee would go to the State Administrative Council (SAC), which was constituted by Governor NN Vohra yesterday, for clearance. The SAC comprised both Advisors to the Governor—Parvez Dewan and Khurshid Ahmad Ganai and top officers called by the Governor.
According to sources, the State can have four Director Generals of Police (DGPs) at a time while at present there were only two DGs—K Rajendra (DGP) and SK Mishra (DG Prisons).
Four Additional DGs, who will be considered for promotion to the rank of DGs in tomorrow’s meeting, included S Gopal Reddy, an IPS officer of 1985 batch, who is on inter-State deputation to Telangana, Shesh Pal Vaid, Additional DGP Headquarters, D R Doley, who is on Central deputation and Naveen Aggarwal, ADGP Trainings in Police Headquarters, all of whom belonged to 1986 batch.
Of four IPS officers due for promotion as DGs after having completed 30 years of service, only Dr Vaid and Aggarwal were posted in Jammu and Kashmir while two others were on deputation and could be given proforma promotion.
“As two posts of DGs were vacant, Dr Vaid and Aggarwal could be through,’’ sources said.
Presently, there were six Additional DGPs in the State including Dr Vaid, Aggarwal, VK Singh (ADGP Security), SM Sahai, ADGP Armed, Dilbagh Singh, ADG Headquarters and Lalat Indu Mohanty, Chairman, Police Recruitment Board and ADG Home Guards. Only Dr Vaid and Aggarwal have completed mandatory 30 years of services to qualify for the posts of the DGs.
As per the Rules, the State can have maximum four DGs at a time.
If two ADGPs working in the State were promoted as DGs, two IGPs can be promoted as ADGPs.
Sources said Rashmi Ranjan Swain, who is on deputation to Research and Analysis (RAW) wing and an IPS officer of 1991 batch, could get proforma promotion as ADG while AK Choudhary, Managing Director, Police Housing Corporation and also a 1991 batch officer, would get promotion as ADG.
Both of them have completed 25 years of mandatory services for posting as ADGs. As Swain will be getting proforma promotion, another IGP can be promoted as ADG but Hemant Lohia, the next senior most IGP behind AK Choudhary is a 1992 batch IPS officer and hasn’t completed 25 years of service so far for promotion as ADG.
Seven IPS officers of 1997 and 1998 batch qualified for promotion from DIG to IGPs after completion of mandatory 18 years of services.
They included Viplav Kumar Choudhary, DIG Traffic Jammu and working as Incharge IGP Traffic Jammu, Gareeb Dass, DIG North Kashmir Range, Vijay Kumar, who is on Central deputation with CRPF, Alok Kumar, DIG Armed Jammu, Surinder Gupta, DIG Udhampur-Reasi range, Johnny Williams, DIG Rajouri-Poonch range, all IPS officers of 1997 batch and Ahfadul Mujtaba, DIG SSG, an IPS officer of 1998 batch.
Ashok Kumar Atri, who was IPS officer of 1997 batch, had retired on January 31 this year.
While Viplav Kumar, Gareeb Dass, Vijay Kumar and Alok Kumar were Regular Recruits (direct IPS officers), Surinder Gupta, Johnny Williams, AK Atri and Ahfadul Mujtaba belonged to State Police Services (SPS).
The 1997 batch IPS officers had become due for promotion as IGPs in 2015.
Uttam Chand, SSP Jammu, an IPS officer of 2002 batch, has become eligible for posting as the DIG after completion of 14 years of services. However, going by the posts of DIGs, which were vacant or will be falling vacant with promotion of DIGs as IGs, the Screening Committee might consider IPS officers of 2004 and 2005 batch for promotion as DIGs including Atul Goel, who is on deputation with the National Investigating Agency (NIA), Deepak Slathia, Commandant Indian Reserve Police (IRP) 7th battalion, Rafiq-ul-Hassan, Commandant IR 12th, Varinder Sharma, SSP CID Jammu and Vijay Kumar, Commandant, IR 10th.
Some of the IPS officers of 2003 and 2004 batch were on Central deputation and others could be considered for promotion.
