SANTIAGO, Apr 17: A powerful 6.5 magnitude earthquake struck near Chile’s eastern coastal port of Valparaiso early today, shaking buildings as far away as the capital Santiago, but there were no immediate reports of damage or injuries and the country’s main copper mines were unaffected.
State emergency office ONEMI said a stretch of coastline was being evacuated as a precaution, but there was no tsunami alert.
The quake, which the US Geological Survey measured at magnitude 6.5, struck 42 km north-northeast of Valparaiso, and 112 km northwest of the capital Santiago at a depth of 25.9 km.
‘We have no reports of any damage or injuries so far,’ a spokesman for ONEMI told Reuters. Local media said basic services like power and telecommunications mostly continued to operate normally, although several thousand homes were without power outside Santiago.
The USGS initially said the quake was a magnitude 6.6. Apartment buildings in Santiago shook heavily, and state television broadcast images of lamps swinging in homes in the capital.
State mining giant Codelco, the world’s No.1 copper producer, said its operations were not impacted by the quake, as did global miner Anglo American.
State oil company ENAP also said its Bio Bio refinery was operating normally.
Chile is prone to earthquakes, and was hammered by a massive 8.8 magnitude tremor in early 2010 which ravaged the south-center of the country, devastating industries and triggering tsunamis, in a disaster that killed about 500 people.
The 2010 quake caused roughly $8 billion in insured losses and economic losses of at least twice that.
In the past two years, earthquakes have been a scourge of the insurance industry. In addition to Chile, quakes in Japan and New Zealand in 2011 caused record-breaking losses in the tens of billions of dollars. Mexico has also been rattled by a series of strong quakes in recent weeks.

Lead futures trade lower on subdued demand
NEW DELHI, Apr 17: Lead prices traded marginally lower by 0.61 per cent to Rs 106.75 per kg in futures trade today owing to slackened demand amid weakening global trend.
At the Multi Commodity Exchange, lead for delivery in April traded marginally lower by 65 paise, or 0.61 per cent, to Rs 106.75 per kg in business turnover of 2,461 lots.
Market analysts said apart from weakening global trend, subdued demand from battery-makers in the spot market mainly led to decline in lead prices at futures trade.
Meanwhile, lead fell 0.4 per cent to USD 2,069 a tonne on the London Metal Exchange. (PTI)
Australia to begin Afghan exit a year early
CANBERRA, Apr 17: Australia will start withdrawing troops from Afghanistan this year and expects all international forces there to be playing a supporting role for Afghan forces by mid-2013, Prime Minister Julia Gillard said today.
Gillard will take her timetable for Australia’s troop to withdraw a year earlier than planned to a NATO conference on Afghanistan in Chicago in May.
‘I am now confident that Chicago will recognise mid-2013 as a key milestone in the international strategy,’ Gillard said in a speech to the Australian Strategic Policy Institute in Canberra.
‘A crucial point when the international forces will be able to move to a supporting role across all of Afghanistan.’
All foreign combat troops are due to be out of Afghanistan by the end of 2014 and Australia had been expected to withdraw then too.
But US President Barack Obama and other NATO leaders are expected to define more clearly Western withdrawal plans at the Chicago conference and outline measures to ensure Afghanistan does not collapse into civil war when foreign troops go home.
Gillard rejected suggestions the faster timetable was being driven by Obama and his desire to have withdrawal plans finalised before the November US presidential election, saying it was reliant on progress agreed by Afghan and international forces.
A major assault in Kabul by the Taliban this week has raised questions about whether Afghan forces will be able to control security after foreign troops withdraw.
Gillard said she expected President Hamid Karzai to make an announcement on the transition in the coming months, and that it would take twelve to eighteen months to complete the pull-out.
Australia would argue at the Chicago summit for broad and substantial international support in Afghanistan, Gillard said.
‘I will go to Chicago prepared for Australia to pay our fair share. Australia will also be prepared to provide niche training to the Afghan national security forces after 2014,’ she said.
More than 10 years after the Taliban government was toppled following the Sept. 11 attacks in 2001, the U.S. administration appears settled on a steady withdrawal of most of its troops by the end of 2014, leaving only a small US force to advise Afghan forces and conduct targeted strikes against militants.
French President Nicolas Sarkozy, who is facing a difficult re-election campaign, has announced he would pull French troops out of Afghanistan by the end of 2013.
US forces number about 90,000 among the 130,000-strong NATO-led force. France has 3,600 troops in Afghanistan and Britain 9,500. Australia has about 1,550.
With 32 Australian soldiers killed and hundreds wounded, the Australian government is under mounting pressure to withdraw troops, and faces an expected election next year which Gillard is forecast to lose. (agencies)

JAMMU, Apr 17: United Forum of presidents of different OBC organizations under the banner of All J&K OBC Mahasabha held a Mashaal Rally today.
The members of Sabha including ladies assembled near Press Club Jammu and took out a rally which passed through main streets of the city. The members of OBC Mahasabha carrying banners and placards were raising slogans in support of their demands.
They have been demanding implementation of 27 percent reservation in Jammu and Kashmir State in Government services as identified by Mandal Commission. The OBC leaders have stated that State Government was providing them with only 2 percent reservation instead of 27%. They said coalition Government ruling the State has deceived that a number of times and provided them with nothing except false assurances.
Demanding representation in State Legislative Assembly and Council, the OBC leaders asserted that State Government has created various false categories to uisurp the due share of reservation of OBCs.
They are also demanding issuance of Other Backward Classes (OBC) certificate instead of OSC (Other social castes) and Creamy layer be enhanced to Rs 9 lakh instead of Rs 3 lakh as at present.

Revised road-map for payment of pension revision arrears

JAMMU, Apr 17: Finance Department today issued revised roadmap for the payment of pension revision arrears on account of implementation of 6th Central Pay Commission recommendations.
According to the order issued by Dr M Ishaq Wani, Director Codes, Finance Department, the State pensioner/ family pensioner, who has died or may die after January 1, 2006, leaving behind no eligible family pensioner and has not received any or all the instalments of the pension revision arrears due in terms of implementation of 6th CPC recommendations, will now be paid in one go.
However, where the PPO halves have been surrendered by the Treasury Officer to the Accountant General after the death of the pensioner/ family pensioner, the same will be called back from the Accountant General and surrendered after making the payment to the concerned.
Theft in JE’s house

MENDHAR, Apr 17: Some unknown thieves struck in the house of a Junior Engineer and his brother in Mendhar and decamped with some cash, electronic gadgets and some record pertaining to RDD works last night.
Reports said thieves broke into the house of JE, Sajjad Ahmed Choudhary and Ch Chirag Din at Qasim Nagar Mendhar and decamped with Rs 40,000 cash and some electronic goods. After coming from Poonch today, he found cash and articles missing and record torn and thrown into nearby pond. Some of the allotments/ bills etc were also found missing. Both the brothers, working in the same department then lodged an FIR with the Police and informed BDO concerned about the matter. The police registered a case and started investigation.

JAMMU, Apr 17: Facing criticism from most of the opposition parties as well as ruling partners, the Government has finally given a nod to the Election Department to hold elections to Urban Local Bodies in May-June.
As a prelude to holding of the elections more than two years after the civic bodies ceased to exist, the Election Department has formally announced revision of electoral rolls from April 20 and designated Electoral Registration Officers (EROs) and Assistant EROs for the purpose.
A total of 81 civic bodies including two Municipal Corporations and rest Municipal Councils and Committees would go to the polls.
Official sources told the Excelsior that the Election Department has ordered revision of electoral rolls from April 20 in all 85 ULBs.
One month time has been given to EROs and AEROs to complete the revision of electoral rolls.
The electoral revision was expected to be completed in the middle of May after which, if everything goes well, the election schedule would be issued for the Municipalities. At least 21 days time gap has to be maintained between issuance of election schedule and first phase of election.
For rest of the election phases, 15 days gap has to be maintained between issuance of notification and holding of elections.
According to sources, the process for revision of electoral rolls and publication of final rolls would be completed by May 15 or May 20 after which the election schedule could be announced.
They said draft rolls have been prepared for almost all civic bodies after which the Election Department has decided to undertake a major electoral exercise for revision of electoral rolls.
Under the revision, the voters within the jurisdiction of ULBs can add or delete their names and file claims and objections for corrections. The final voters lists would be published by May 15 or 20 after admitting or rejecting claims of voters for addition/deletions etc.
There were 14.34 lakh voters when elections to civic bodies were last held in January 2005. The civic bodies had completed their five years term in March 2010 but since then elections to them hadn’t been held on different pretexts.
Sources said number of the electorates in civic bodies could witness an alarming jump as new voters, who had attained the age of 18 during last seven years, would be eligible for voting in the Municipalities. Moreover, some new Municipal Committees have been added to the list while additional area has been allocated in certain ULBs, which would lead to significant increase in number of voters.
Sources said first phase of elections could begin as early as first week of June if everything goes well. While there would be no problem in holding elections to Municipal Committees in Kashmir and Ladakh in the month of June, Jammu region would be facing summer season at its peak.
Worthwhile to mention here that Chief Minister Omar Abdullah had announced recently that the Government was committed to hold elections to Municipalities. He had also said that there was no option left to secure blocked grants for urban development but to go for reforms including holding of elections and imposition of property tax etc by the Local Bodies.
The Central funds worth several crores had been blocked due to delay in holding of elections to the ULBs, sources said, adding though the funds are non-lapsable, they would be granted by the Centre to the State only when elections were held to the Municipalities.

JAMMU, Apr 17: State Cabinet, which is meeting under the chairmanship of Chief Minister, Omar Abdullah, tomorrow evening, is likely to appoint Bipul Pathak, IAS officer of 1996 batch, as Commissioner Secretary, Health and Medical Education Department.
Authoritative sources told EXCELSIOR that Bipul Pathak, who was on extra ordinary leave during his Central deputation, has been recalled and is being posted as Commissioner Secretary, Health and Medical Education Department.
He will relieve Commissioner Secretary Higher Education, Tanveer Jehan of the additional charge of the Commissioner Secretary Health and Medical Education Department, which was given to her following the retirement of G A Peer.
Ruling out major transfers and postings in tomorrow’s Cabinet meeting, sources said, “the major shake-up in the bureaucracy will be affected either in next Cabinet meeting scheduled to be held on April 25 or in the first Cabinet meeting at Srinagar following reopening of Darbar there”.
To a question, they said, “some more officers are likely to be recalled from the Central deputation in order to fill up the posts, which are going to fall vacant by end of current month or ending May”.
They said that Cabinet will accord approval to the creation of six posts of Lecturers in various disciplines for the Super Specialty Hospitals at Srinagar and Jammu.
Based on the decision taken in a meeting convened by Principal Secretary to the Chief Minister, B B Vyas, on December 17, 2011, the Medical Education Department has formulated a proposal for creation of six posts of Lecturers for Super Specialty Hospital Jammu and Srinagar, sources said.
These posts include two each in the discipline of Cardio Vascular Thoracic Surgery (CVTS) and Neurology and one each in Cardiology and Neurology. These six posts involve annual financial implication of Rs 18.60 lakh, sources said, adding the posts would be fully funded by Planning and Development Department for first five years.
It is worthwhile to mention here that for up-gradation of Government Medical Colleges of Jammu and Srinagar and associated hospitals, the Health and Medical Education Department has already created 4124 posts of various categories. These posts include 2093 for Medical College Jammu and 2031 for Medical College Srinagar.
Sources said that Cabinet will also declare the wind-storm of March 19 and 20 as Natural Calamity in the category of Cyclone in pursuance to the guidelines issued by the National Disaster Management Authority (NDPA).
It is pertinent to mention here that Chief Minister, Omar Abdullah, had, on the floor of Legislative Assembly, announced that Government would declare the wind-storm as natural calamity keeping in view the gravity of the situation that had arisen due to the wind-storm.
In the wind-storm, four persons—one each at Anantnag, Pulwama, Ganderbal and Reasi had lost their lives while as 39 persons received injuries. As far as damage to property is concerned, 131 residential houses were damaged fully and 12475 partially. Similarly, 4076 non-residential structures, 98 school buildings and 10 house boats too suffered damages in the wind-storm.
The losses suffered by the Power Development Department have been worked out at Rs 624.29 lakh—Rs 466.01 lakh in Kashmir province and Rs 158.28 in Jammu province.

SRINAGAR/JAMMU, Apr 17:Police used water cannons and charged batons to disperse thousands of State Government employees, who were protesting against the non-fulfillment of the agreement which they arrived at with the Government last year.
Scores of employees mostly their leaders were detained by police and lodged at several police stations across the Srinagar city. The detainees include several Employees Joint Action Committee (EJAC) leaders like Khursheed Aalam, Abdul Qayoom Wani and Farooq Ahmad Trali.
Work in State Government offices was affected as the Government employees stayed away from work and staged demonstrations across the Kashmir valley to press their demand.
Thousands of Government employees assembled near Khalisa School near Exhibition in the morning. EJAC leader Abdul Qayoom Wani led hundreds of the Government employees towards Khalisa School from Saraibala, Khursheed Aalam from CAPAD, Shaheed Gunj, Farooq Ahmad Trali from Lal Mandi.
The employees started their march towards Divisional Commissioner’s office in Tankipora area of Srinagar at around 12 noon but heavy deployment of the police stopped the employees from marching ahead towards the Divisional Commissioner’s office when they reached Jehangir Chowk.
Police charged batons and used water cannons to disperse the employees. The chaos and confusion continued for around two hours during which traffic remained suspended and huge traffic jams were witnessed in several parts of the Civil lines area.
Police detained scores of the employee leaders after which police succeeded in quelling the protest demonstration of the employees.
The EJAC (Q) president Abdul Qayoom Wani told Excelsior that around 30,000 State Government employees will gherao the Civil Secretariat in Srinagar if the employees’ demands are not fulfilled. He called for Government employee strike on May 8 and 9.
Wani condemned the use of force by Government on the peaceful protesting employees. He said that if the Government continued its pressure tactics against the employees it will have serious consequences.
Senior EJAC leader and general secretary of the ITI employees Union, Mohammad Abbas, said that as per the agreement, the Government had promised regularization of the adhoc, contractor and consolidated employees working in various departments and so far only 2500 have been regularized while 4000 are still waiting for it.
On the enhancement of the retirement age of the Government employees, Abbas said that if the Government makes immediate recruitment against the retiring employees and stops re-employment of retired bureaucrats, then Government employees may consider their demand of enhancement of retirement age.
Abbas said that the Government employees are against the strikes but Government is forcing them for the strikes by backing out of a written agreement they made with employees last year.
“The Government had nominated a committee to look into our demands but the committee has slept on the report,” said Javed Trali, spokesperson of the Joint Consultative Committee. “We are demanding what the Government has promised us”, he said.
The demand for raising the retirement age for the State Government employees has become a ticklish issue as those opposed to the move assert it would result in a two-year moratorium on Government employment. This, they point out, would add to the swelling numbers of unemployed youths in the State.
However, those favouring the move maintain that once the retirement age is raised and superannuation is halted for two years, the State Government would save millions of rupees that could be used for creating more jobs and speeding up the pace of development in the State.

Normal work in many Government and Public Sector Undertakings (PSU) offices remained affected with the one day ‘Kam Chhor Hartal’ of the employees across the region today.
In Jammu, a large number of employees under the leadership of Ram Kumar Sharma, Gafoor Dar and others assembled near Exhibition Ground, in front of Press Club here held strong protest demonstration. Many employees were carrying banners and placards in their hands, depicting their demands. They raised high- pitched slogans in support of their demands.
The strike was observed in the entire State today on the call given by JCC leadership including Abdul Qayoom Wani, Khursheed Alam, Ram Kumar, Gafoor Dar, Kulwant Singh, Balwan Singh, Sayeda Ladakhi, Rafiq Khaniyari, Ganesh Khajuria, Devanand Gill, Amrik Singh, Babu Hussain, Parshotam Sharma, Balwinder Singh, Nazeer Ahmed, Farooq Tarali, Arun Moza and others.
All the sections of State Government, Public Sector, temporary and permanent employees observed nearly complete strike. The employees held demonstrations, staged dharnas at district and tehsil headquarters to lodge their protest against the Government. The general public had to suffer in view of employees strike in many offices. In some of the offices here, the work continued smoothly.
While addressing a large gathering here senior JCC leaders strongly condemned the attitude of the Government. They said that due to non-serious approach of the Government, the employees have been forced to go on strike. The Government has failed to honour its commitment. Nothing on ground has been witnessed regarding agreed demands made with the employees representatives on 19-2-2009, 14-5-2010 and recently on September 15, 2011. They said several representations were given to the Government from time to time after lapse of time given, but Government seemed to be in no mood to respond to the employees’ demands.
In Rajouri town also, the employees held demonstration and protest dharna under the leadership of Karamat Malik, Vijay Sharma, Tanveer Shawl, Satvir Singh and others. At their respective offices, many employees held protest and sat on dharnas. In Poonch the employees protest rally was addressed by Amrik Singh and others. The employees from several departments assembled at PHE complex and held day long dharna and protest rally.
Reports from Kathua, Samba, Udhampur, Kishtwar, Ramban, Doda and Reasi said that similar protest demonstrations weree held by employees and the normal works remained affected. The emergency units of the hospitals, operational staff of urban local bodies, PHE and PDD remained out of the purview of the strike.
Daily Wagers Joint Action Forum also held protest demonstration in front of the tehsil offices separately in support of strike call given by JCC leadership. Mohd Altaf Manhas was leading the protest demonstration here.
