Srinivas, Manhas, Beig get President’s Police Medal

page1-8JAMMU, Jan 25: Two Inspector Generals of Police (IGPs) and a Dy Inspector General (DIG) from J&K were    awarded President’s Police Medal for distinguished services while 21 Police officers and other ranks were honoured with Police Medal for gallantry and meritorious services whereas, ten J&K Prisons personnel received  DG’s (Prisons)  Medal for  meritorious service and exemplary services on the occasion of  Republic Day.
Three senior J&K Police Officers who have been honoured with President’s Police Medal for Distinguished services are- Dr B Srinivas, Inspector General of Police, CID (J&K), Prithvi Raj Manhas, IGP J&K Armed Police and Shakeel Ahmed Beig, DIG Jammu-Kathua Range.
Eight J&K Police officers and other ranks who have been honoured with  Police Medal for Gallantry (PMG)  services are- Tahir Sajjad Bhat, Superintendent of Police  (Ist Bar to PMG),  Fayaz Ahmed DySP, Pankaj Sharma Sub Inspector, Imtiaz Mohammed  Head Constable,  Sher Mohammed Head Constable,  Showkat Ahmed Head Constable (Ist Bar to PMG),  Lateef Ahmed Constable and Mohammed Majnoon follower.

Meanwhile, Director General of Prisons, J&K K Rajendra Kumar has awarded DG Prison’s Medals to the 10 officers and other ranks of the J&K Prisons Department on the eve of Republic Day-2014, in recognition of their meritorious and exemplary services. The DG’s (Prisons) Medal has been awarded this year for the first time to the Prisons Personnel in the history of J&K Prisons Department.
The awardees include, three Prison officers Saroop Chand DySP,  Abdul Razak Malla and Abdul Samad Bhat – Assistant Superintendents; three Head Warders –Mohd Afzal Khan, Naresh Kumar Sharma and Kuldip Kumar,  SG Warder- Charanjeet Singh, Mohd Khan and Shaheena Akhtar –Warders and Sanjay Kumar, follower.

District administration exerts

In a bid to implement the rule of law, the District Development Commissioner of Reasi has taken bold decision of ordering of filing FIR against contractors who have failed to show performance in accordance with the terms of the contract of work they had undertaken. These relate to constructional works of the Public Works Department for raising building of Health, Education, Sports departments. These buildings have not been brought to completion owing to the complacency of the contractors who deliberately delay the work in order to claim higher rates owing to price escalation. A problem which the DDC has touched upon is that there has been no response to tenders issued numerous times in regard to constructional work in far flung areas of Reasi. The DDC issued the orders to PWD that no more tenders should be issued as it was waste of time and money. He advised the department to look for other options.
Another issue which the DDC has dealt with while conducting the meeting of the district authorities is that there is no coordination between the Revenue and the PWD departments. No doubt there is the Land Acquisition Act but the reality on the ground is that ownership of most of the land that is subjected to acquisition is disputed. This is for the reason that the revenue department has not made proper and adequate entries in the record and thus authorities are not in a position to establish the true ownership. The DDC has taken the right decision that no construction should be allowed unless the possession of the acquired land is final and payments have been made. The idea is that no dispute should arise after the acquisition has been made. There are so many cases pending in the court of law in which the ownership of the acquired land is disputed. The orders that structure raised before the finalization of acquisition will be dismantled is the right decision. We think that a strong handed decision was needed to overcome the mischief of making fake claims of the land. We are confident that people will welcome the decisions taken by DDC Reasi and Development Commissioners of other districts will also follow suit. We have thousands of land acquisition cases pending in the courts of law for decision. Actually the main difficulty is that owing to wrong entries in revenue records and non-verification, ownership has become disputed in their case. This is the reason why the revenue department must step in and update all revenue record.

Melbourne, Jan 25: China’s Li Na stormed to her second Grand Slam title today, battling past brave underdog Dominika Cibulkova 7-6 (7/3) 6-0 to become the oldest woman ever to win the Australian Open.
The 31-year-old fourth seed was crowned the Melbourne Park champion on her third attempt after losing in the 2011 and 2013 finals, adding to the French Open title she won three years ago.
In doing so, she became the oldest winner of the women’s title, surpassing Margaret Court who was 30 when she became champion in 1973.
The Chinese star also joins an exclusive list of just seven other players to win a Grand Slam at 30-plus, with her name now in the history books alongside greats such as Martina Navratilova, Billie Jean King, Chris Evert and Serena Williams.
The win pushes her one place higher in the world rankings to three, just 11 points adrift of Victoria Azarenka in second behind Serena Williams.
It was a gutsy effort by the Chinese star, who overcame the pressure of having lost twice before while bearing the weight of expectation from her homeland of 1.3 billion people.
While the diminutive Cibulkova, nicknamed the “pocket rocket” has been in the best form of her life, Li was the favourite and used her experience to take out the Slovak after a tight first set lasting 70 minutes.
Li got off to the best possible start, going 1-0 up on the Cibulkova serve when the Slovak gifted her the game with a double-fault on a second break point.(Agencies)
The Chinese star comfortably, with the 24-year-old Slovak struggling to produce any decisive returns as her shots repeatedly failed to find their mark.

JAMMU, Jan 25: Week long “Waste to Wealth Workshop” for the under privileged organised by Ammucare Charitable Trust at New Modern Educational Society, Sainik Colony concluded today.
On the valedictory function, the chief guest was Gulzar Ahmed Qureshi, Director Industries, whereas the guest of honours were Amjad Parvez Mirza, SSP Security, MS Bhatti, Director Social Welfare, Pawan Parihar and Tarun Bahl, Chairman New Modern Educational Society and Chairperson of the Ammucare Charitable Trust PK Mohan. Sham Lal Bhagat, MLC was the special invitee.
The event started with the inauguration of the exhibition of the products made during the workshop by the dignitaries.
MS Bhatti spoke about the amount of paper wasted in the country and the damage caused by the same on the ecology.
Amjad Parvez Mirza encouraged the effort being taken by Ammucare towards better use of waste paper.
Pawan Parihar spoke about the amount of wastage happening around the world and how this kind of workshop can help the mother earth.
Gulzar Ahmed Qureshi said that such skill training workshops should be organized all across the country. The skills through which the underprivileged can earn and uplift themselves should be encouraged.
PK Mohan spoke about the aims and objectives of Ammucare.
Dignitaries were presented with mementoes and a basket woven by the participants.
Later, the participants were given the certificates for successfully completing the paper weaving workshop.

DC Leh bags ECI’s Award

page1-7NEW DELHI, Jan 25: The Deputy Commissioner, Leh, Simrandeep Singh has been selected for the best electoral practices award by the Election Commission of India on the National Voters’ Day- 2014.
The Award has been given to Simrandeep for carrying out outstanding implemention of Systematic Voters Education and Electoral Participation Plan (SVEEP) in Leh District during the ongoing Summary Revision of Electoral Rolls. Singh carried out SVEEP, in Leh, in convergence with the Nehru Yuva Kendra Sangathan, Rural Development Department, Higher Education Department, Doordarshan, Leh and NHPC.
In a series of activities,kick started by the DC on the occasion of the Birth Anniversary of Dalai Lama, special Gram Sabhas were held in the entire district on  October 3 and 9, 2014 in which village wise voter lists were read out and relevant corrections were made on spot. Further special camps were held in all 9 blocks of the district for voter education. Street plays were held in different Polling stations and all attempts were made to reach out to Probable Ladakhi voters residing outside Leh.As a result, Leh District was able to achieve hundred percent Photo Electoral Coverage, besides meeting complete targets of EP and Gender ratios.
DC Leh figures among two other DCs in the country to get this award this year, the others being DC Chamrajnagar in Karnataka and DC Saran in Bihar. The Award was given to them in Vigyan Bhawan, New Delhi on  January 25, 2014 by the President of India. The Award carries a Citation and a cash component of Rupees Fifty Thousand.This is the first time since the institution of Award that a DC from Jammu and Kashmir has been awarded by the ECI.

Presentation Convent holds Annual Sports Meet

JAMMU, Jan 25: The Annual Sports Meet was held at Presentation Convent Senior Secondary School amidst fun and cheer, here today.
Lt Col Manoj Arora was the chief on the occasion, while Rashmi Wazir, Shiv Kumar Sharma and Rajat Chadha were the special guests.
Various races were held apart from Martial Arts, Archery and Gymnastics Competitions.
The students were felicitated for their co-scholastic achievements in the year 2013-14.
Special awards were presented to Tanisha and Bhavya Jain from Senior Wing, Nikita Bhan and Vanshika Verma fromm Middle Wing and Arushi Gupta from Junior Wing.

Sri Lankan eves pip India by 3 wkts in the 1st T20 Int’l

Visakhapatnam, Jan 25: Sri Lankan women registered their first victory in the limited overs series against India after beating the hosts by three wickets in the 1st T20 International here today.
Put into bat, Indian eves scored 147/3 in 20 overs with in-form skipper Mithali Raj top-scoring with 67 off 47 balls with nine fours and two sixes. Harmanpreet Kaur (40) also made useful contribution.
In reply, Sri Lanka scored 148 for seven in 19.5 overs with skipper Shashikala Siriwardene scoring 52 off 39 balls. Chamari Polgumpala hit a quickfire 19 off 16 balls as the island women won the match with a ball to spare.
Off-spinner Rajeshwari Gayakwad making her debut was the most successful bowler grabbing three for 24 off four overs.
Veteran pacer Jhulan Goswami was hammered for 35 runs in four overs. The final over was given to all-rounder Amita Sharma who gave away seven runs with the winning hit coming off the penultimate delivery.

JCC to ‘Gherao’ Civil Sectt on Jan 30

JAMMU, Jan 25: The State employees under the banner of  Joint Consultative Committee (JCC)  have  resolved to conduct ‘Gherao’ of Civil Secretariat on January 30 to lodge their protest against the Government.
In a meeting of the JCC members held here today under the leadership of  Balwinder Singh, Ravi Singh Bhau, Ganesh Khajuria  and Jagdish Sharma, it was unanimously decided to conduct ‘Gherao’ of Civil Secretariat on January 30. They alleged that Government has failed to resolve the pending issues of the  State employees. It was claimed that  a campaign to garner support of employees from various departments and PSUs has also been launched.
The employees are demanding withdrawal of  ESMO imposed on the employees and roll back on no work, no play policy, removal of pay anomalies of clerical cadre, budgetary support for the PSUs for release of 6th Pay Commission arrears, regularization of adhoc, contractual, daily wage employees, enhancement of retirement age from 58 to 60 years, enhancement of Medical allowance from Rs 300 to Rs 2000 per month, release of 10 % DA and withdrawal of new pension scheme.
It was decided to start protest march to Secretariat on the proposed day from Press Club of Jammu near main Tawi bridge at 11 am.

US, India start discussions on diplomatic immunity

WASHINGTON, Jan 25:
India and the US are holding preliminary discussions to resolve their differing interpretations of diplomatic immunity as they look to mend ties damaged by the row over American treatment of an Indian diplomat who was arrested and strip-searched in New York, India’s ambassador said.
Subrahmanyam Jaishankar, India’s new envoy in Washington, said yesterday his priority is to raise the “morale” of a relationship that remains fundamentally good despite the spat over Devyani Khobragade, who was expelled from the US this month after she was indicted on accusations of exploiting her housekeeper.
“As you would say in the markets, the fundamentals are good, it’s the sentiment that needs improving,” Jaishankar told The Associated Press in an interview.
The US and India, the world’s largest democracies, have forged closer economic and defence ties in the past decade, but relations took a tumble because of Indian outrage over the treatment of Khobragade, who was the nation’s deputy consul general in New York. She was strip-searched after her December 13 arrest, which US Marshals say is common practice for a suspect taken into custody, but was viewed in India as unnecessarily humiliating.
India unleashed a steady stream of retaliatory measures against US diplomats, including restrictions at the American Center in New Delhi and revoking new ID cards for some diplomats. Key to the dispute was Washington and Delhi’s differing interpretations of what type of immunity was due to Khobragade. US officials argued that as a consular official, she was immune from prosecution from acts performed in the exercise of consular functions, and not full diplomatic immunity.
Jaishankar said while that’s the rule for foreign diplomats in the US, he questioned whether Washington expects its diplomats abroad to be treated in kind. He said India has issued new identity cards for US consular officials to specify that their diplomatic immunity does not cover “serious crimes”, referred to as “felonies” in the US.
“There is an issue of what does the US expect abroad and what does the US give at home. I think there’s a reconciliation there that needs to be done,” the ambassador said. “What fairness would dictate is we would expect and give what you (the US) expect and give.”
He said India is starting to work through the issue with the State Department, and US Secretary of State John Kerry and his Indian counterpart Salman Khurshid discussed it when they met Wednesday on the sidelines of a conference on Syria in Switzerland, their first face-to-face since the imbroglio over Khobragade.
Striking the positive tone set in the past two weeks since Khobragade returned home, Jaishankar said he was looking to advance a bilateral relationship that has grown stronger in the past 10 to 15 years. Two-way trade has grown to USD 100 billion.
“It’s big economically, there’s a high degree of political comfort,” he said, noting the importance of more than 5 million Indian-Americans in helping to foster it. But Jaishankar acknowledged that commercial relations have not been “plain sailing.”
Big US companies have concerns over what they claim are unpredictable and unfair tax demands; pharmaceutical companies complain over what they view as unfair competition from manufacturers of generic drugs; foreign investors, such as Wal-Mart, have grumbled over local content requirements as they look to break into the untapped Indian market.
Jaishankar said India has responded to pressures to remain business-friendly, and considers “corrections” where they are needed. But he noted that India has its own concerns, including over whether US immigration reform proposals, currently mired in Congress, that he said could hurt the competitiveness of Indian service industries in the US whose business is worth USD 40 billion.
“It’s an industry which actually keep American business competitive,” he said. “We help the American economy function 24-7.”
Growing military cooperation and some USD 9 billion in US defence sales to India in the past decade also reflect a further deepening of the relationship. Delhi, however, has been careful not to align too closely to Washington in international affairs, although it’s been strongly supportive of the reconstruction of a post-Taliban Afghanistan through its development aid.
Jaishankar said India wants to see peace and stability, but he would not be drawn on whether Afghan President Hamid Karzai should sign a security agreement with Washington to allow some US forces to stay past the end of the NATO mission in the country, scheduled for this year. Karzai has demurred so far. (AGENCIES)

Expansion of SFSL

A matter of considerable administrative importance that had been hanging fire for almost forty-six years to date has been resolved by the State government by issuing SRO-12. The issue at stake was that the State Forensic Science Laboratory organization was formally created in 1967. But till date the organization was not provided wherewithal in order to give it functional capability. This was essentially in non-recruitment of man power that would handle the work the organization has been required to perform. The SRO in question has cleared the deck for the expansion of the FSL in a befitting manner. It paves the way for promotion of officers, fresh recruitment at gazetted level and expansion of the FSL for speedy disposal of cases, the number of which has multiplied more than 20 times in recent years.
Forensic Science has assumed great importance especially with the proliferation of armed insurgency, militancy and criminal activities of sections of anti-national elements. The science essentially deals with the important matter of investigation of crimes in all its dimensions. We didn’t have sufficient manpower and paraphernalia to handle the cases that were brought to the Forensic Science Laboratory for examination and reports. As such more often than not these cases had to be sent to FSLs outside the state and that would take a long time which was inadvisable especially in some crucial cases where quick disposal was considered of importance. The set up of the FSL as of now comprises six positions of Deputy Director, 12 Scientific Officers, and 32 Assistant Scientific Officers. The difficulty in making recruitment of gazetted officers in the organization was that there were no Gazetted Service Recruitment rules with the FSL. This difficulty has been overcome by the issuance of SRO-12. Now the process of filling the sanctioned posts of gazetted as well as the non gazetted cadres will begin. The immediate result of the said SRO will be that decks have been cleared for regularization of 12 Section Officers as Scientific Officers and their further promotion as Deputy Director after three years of their confirmation as Gazetted Officer. The Home Department has already approved creation of six more positions of the Deputy Director in the FSL and a formal recommendation in this regard is likely to be cleared by the Finance Department soon.
Though belated with the decision taken by the government of augmenting the staff and other requirements of the State Forensic Science Laboratory, the dire need for expediting investigation of criminal cases has been alleviated. The investigating authorities now will not have the excuse of inordinate delay in submitting the forensic reports which are of crucial importance in establishing the facts of any criminal case. The major aspect of the FSL expansion move is creation of 99 new posts of officers and officials, who include six positions of Deputy Director, 12 Scientific Officers, 12 Assistant Scientific Officers and 24 Lab Assistants. The State Home Ministry has submitted details of the financial implications for the proposed expansion to the Finance Department over the move. A formal proposal for the expansion and augmentation of the staff was submitted by the FSL Director last year.
Now that the deck has been cleared and the police, the investigating authorities and the courts of law all will feel relief in accelerated speed of obtaining forensic reports of cases under consideration, we would like to say that the Finance Department should also perform its role in speedily providing financial sanction which will be followed by advertising the sanctioned posts and the entire paraphernalia. This will infuse new blood in the veins of FSL and obviously the functioning will take a new course and new energy. We welcome it.
