Expansion of SFSL

A matter of considerable administrative importance that had been hanging fire for almost forty-six years to date has been resolved by the State government by issuing SRO-12. The issue at stake was that the State Forensic Science Laboratory organization was formally created in 1967. But till date the organization was not provided wherewithal in order to give it functional capability. This was essentially in non-recruitment of man power that would handle the work the organization has been required to perform. The SRO in question has cleared the deck for the expansion of the FSL in a befitting manner. It paves the way for promotion of officers, fresh recruitment at gazetted level and expansion of the FSL for speedy disposal of cases, the number of which has multiplied more than 20 times in recent years.
Forensic Science has assumed great importance especially with the proliferation of armed insurgency, militancy and criminal activities of sections of anti-national elements. The science essentially deals with the important matter of investigation of crimes in all its dimensions. We didn’t have sufficient manpower and paraphernalia to handle the cases that were brought to the Forensic Science Laboratory for examination and reports. As such more often than not these cases had to be sent to FSLs outside the state and that would take a long time which was inadvisable especially in some crucial cases where quick disposal was considered of importance. The set up of the FSL as of now comprises six positions of Deputy Director, 12 Scientific Officers, and 32 Assistant Scientific Officers. The difficulty in making recruitment of gazetted officers in the organization was that there were no Gazetted Service Recruitment rules with the FSL. This difficulty has been overcome by the issuance of SRO-12. Now the process of filling the sanctioned posts of gazetted as well as the non gazetted cadres will begin. The immediate result of the said SRO will be that decks have been cleared for regularization of 12 Section Officers as Scientific Officers and their further promotion as Deputy Director after three years of their confirmation as Gazetted Officer. The Home Department has already approved creation of six more positions of the Deputy Director in the FSL and a formal recommendation in this regard is likely to be cleared by the Finance Department soon.
Though belated with the decision taken by the government of augmenting the staff and other requirements of the State Forensic Science Laboratory, the dire need for expediting investigation of criminal cases has been alleviated. The investigating authorities now will not have the excuse of inordinate delay in submitting the forensic reports which are of crucial importance in establishing the facts of any criminal case. The major aspect of the FSL expansion move is creation of 99 new posts of officers and officials, who include six positions of Deputy Director, 12 Scientific Officers, 12 Assistant Scientific Officers and 24 Lab Assistants. The State Home Ministry has submitted details of the financial implications for the proposed expansion to the Finance Department over the move. A formal proposal for the expansion and augmentation of the staff was submitted by the FSL Director last year.
Now that the deck has been cleared and the police, the investigating authorities and the courts of law all will feel relief in accelerated speed of obtaining forensic reports of cases under consideration, we would like to say that the Finance Department should also perform its role in speedily providing financial sanction which will be followed by advertising the sanctioned posts and the entire paraphernalia. This will infuse new blood in the veins of FSL and obviously the functioning will take a new course and new energy. We welcome it.

 

Fructured Govt after polls will be catastrophic: President

NEW DELHI, Jan 25:
Favouring a stable Government after the coming elections, President Pranab Mukherjee today warned that a fractured Government will be hostage to “whimsical opportunists” and be “catastrophic” to India.
Asking the voters not to “let India down”, he said 2014 must become a year of healing after the fractured and contentious politics of the last few years and whosoever wins must have have an undiluted commitment to stability, honesty and development.
Addressing the nation on the eve of 65th Republic Day, the President said he was not a cynic because he knew that democracy has a marvellous ability to self-correct.
“It is the physician that heals itself and 2014 must become a year of healing after the fractured and contentious politics of the last few years,” he said.
Mukherjee said the year 2014 was a “precipice moment” in India’s history and it should re-discover that sense of national purpose and patriotism which lifts it above and across the abyss and back on the road to prosperity.
“1950 saw the birth of our Republic. I am sure that 2014 will be the year of resurgence.”
He said the youth should be given jobs and they would raise villages and cities to 21st century standards.
“Give them a chance and you will marvel at the India they create. This chance will not come if India does not get a stable Government.
“A fractured Government, hostage to whimsical opportunists, is always an unhappy eventuality. In 2014, it could be catastrophic. Each one of us is a voter; each one of us has a deep responsibility; we cannot let India down. It is time for introspection and action,” he warned.

He said India was in a turbulent part of the world where factors of instability have grown in the recent past.
“Communal forces and terrorists will still seek to destabilise the harmony of our people and the integrity of our State but they will never win.
“Our security and armed forces, backed by the steel of popular support, have proved that they can crush an enemy within; with as much felicity as they guard our frontiers. Mavericks who question the integrity of our armed services are irresponsible and should find no place in public life,” the President said.
He admitted that the promise of India, a history of ideas, philosophy, intellect, has sometimes been mislaid by misfortune and at other times by our own complacence and weakness.
“Destiny has given us another opportunity to recover what we have lost; we will have no one to blame but ourselves if we falter,” he said.
On democracy, Mukherjee said “some cynics may scoff at our commitment to democracy but our democracy has never been betrayed by the people; its fault-lines, where they exist, are the handiwork of those who have made power a gateway to greed.
“We do feel angry, and rightly so, when we see democratic institutions being weakened by complacency and incompetence. If we hear sometimes an anthem of despair from the street, it is because people feel that a sacred trust is being violated.”
The President said India has grown into a beautiful, vibrant and sometimes noisy democracy which was not a gift but a fundamental right of every citizen.
“…For those in power democracy is a sacred trust. Those who violate this trust commit sacrilege against the nation,” he said.
Speaking about the economic health of the country, the President said the slowdown of economy in the last two years can be some cause of concern but none for despair.
“The green shoots of revival are already visible. The agricultural growth in the first half of this year has touched 3.6 per cent and rural economy is buoyant,” he said.
Mukherjee said a democratic nation is always involved in argument with itself. “This is welcome, for we solve problems through discussion and consent, not force. But healthy differences of opinion must not lead to an unhealthy strife within our polity,” he said.
He said India must find its own solutions to its problems and be open to all knowledge. “To do otherwise would be to condemn our nation to the misery of a stagnant mire. But we should not indulge in the easy option of mindless imitation, for that can lead us to a garden of weeds.”
Recalling India’s ancient institutions of excellence in education, Mukherjee said the quality of education has to be the country’s focus now.
“We can be world leaders in education, if only we discover the will and leadership to take us to that pinnacle,” he said.
Calling for an educational revolution, he said “education is no longer just the privilege of the elite, but a universal right. It is the seed of a nation’s destiny.” (PTI)

ICC meeting begins in Dubai

Dubai, Jan 25: The five-day meet of the International Cricket Council (ICC) began with the conference of the Chief Executives’ Committee, here today.
“Chief Executives’ Committee will include meeting of Working Groups on DRS and Anti-Corruption and will be followed by the meeting of both the Finance and Commercial Affairs Committee and Governance Review Committee on January 27,” the ICC said in a release.
The ICC meet will conclude with the ICC Board meeting on January 28 and 29.
All the meetings are taking place at the ICC Headquarters in Dubai Sports City.
The ICC Board consists of the chairman or president from each of the 10 Full Members plus three elected Associate Member representatives.
Also present at ICC Board meetings is the ICC President, who chairs proceedings, the ICC Chief Executive and the ICC Vice-President. (PTI)

Sunanda’s case transferred back to South district Police

NEW DELHI, Jan 25:
In a surprise move, the probe into Sunanda Pushkar’s mysterious death was transferred back to the South district Police from the crime branch, two days after it was moved to the latter.
Top sources said tonight that the case was moved to South district Police to ensure continuity in the investigation.
Senior police officials, however, did not respond to question as to why the case was first handed over to the crime branch if Delhi Police wanted to ensure continuity in the probe.
The probe into the high-profile case was transferred to the Crime Branch on Thursday considering its “sensitive nature” and “complexities” involved. (PTI)

JMC places Food Safety Officer under suspension

JAMMU, Jan 25: Jammu Municipal Corporation (JMC) today suspended Food Safety Officer for dereliction of duties in view of complaint received regarding non issuance of license in favour of the proprietor of M/s Mahajan Namkeen & Sweet Shop, Canal Road Jammu by him despite repeated pleas by the shopkeeper.
In a handout issued by JMC here, it said the Municipal Commissioner Kiran Wattal took serious note of the complaints and has ordered probe into the matter.
He further issued orders that the assignment of the suspended Food Safety Officer will be looked after by Ashwani Kumar, Food Safety Officer. The JMC has also made an appeal to all shopkeepers to obtain proper license from JMC for carrying out their business properly.

EDB, NABARD hold credit camp

JAMMU, Jan 25: Ellaquai Dehati Bank (EDB), in association with NABARD and Priyadarshani Indra Mahila Block Society, Jammu, conducted a credit camp at village Dharp (Satwari) here today.
According to an EDB handout, this was a part of NABARD’s ambitious village Development Programme, which entails initiatives from financial inclusion and access to credit, infrastructure development and creation of community assets.
Speaking on the occasion, B.G.Mukhopadhyay, Chief General Manager NABARD stated that this programme is aimed at integrated development of the village, focusing on the financial inclusion in all aspects combining development of socio economic, infrastructural and human aspect of development.
While lauding the role of E DB and A.K .Razdan its Chairman, he said that the people in the area should take best use of the facilities provided by the Bank at their door step. He was happy to note that this is the first RRB in the State which is issuing ATM cards to the Loanees under KCC. The Chairman EDB, who was the special invitee expressed his gratitude to Mukhopadhyay  and reassured that Bank will be putting all its efforts for providing cheap & high-tech credit to its customers.
A good number of KCC ATM cards were issued to the farmers in the camp. Besides loan disbursement of about Rs 60 lakhs to about 45 beneficiaries was made under agricultures and allied activities. The camp was also attended by  S.S. Batua DGM NABARD, Regional Manager of the Bank BL Bhat, M L Radhu, Branch Manager, Nai Basti besides  Kashmir Singh Sarpanch and NGO,Yogesh Dhar of PIMBS Jammu.

Katra police arrests narco smuggler

JAMMU, Jan 25: Police today arrested a narcotic smuggler along with contraband of poppy straw from Numaee area, falling under the jurisdiction of Katra police station.
As per police sources, on specific inputs, police team from Katra police station headed by DySP Katra Ghulam Hassan Sheikh laid a naka near Numaee and intercepted a person, who was moving suspiciously.
During checking, police recovered 1.5 kilograms of poppy straw and arrested the narcotic smuggler, who has been identified as Bittu Singh, son of Gian Chand of Matyal, Katra.
A case under Narcotic Drugs and Psychotropic Substances (NDPS) Act has been registered at Katra police station and investigation started.

SRK fractures shoulder during film shoot, advised bed rest

MUMBAI, Jan 25:
Superstar Shah Rukh Khan, who was hurt during a film shoot in suburban Mumbai two days back, has sustained a fracture in right shoulder and an injury on his knee and has been advised bed rest for two-three weeks, sources said.
While shooting for Farah Khan’s ‘Happy New’ Year at a five-star hotel, a door had fallen on the actor. He was rushed to Nanavati hospital and after getting medical aid, he had even resumed shooting for the film but further tests revealed new injuries.
“After few more tests were conducted, it came out that he (Shah Rukh) has fractured his right shoulder and left knee patella is torn. He has been advised bed rest for two-three weeks,” a source told.
After the 48-year-old actor was injured, a statement issued on his behalf had said, “Mr Khan had a minor incident on the sets while shooting. He has a minor injury and has got necessary medical aid. He is absolutely fine now.”
Later, the actor had tweeted: “Have a few tests to do & Insha Allah all will be good. Few scars maybe. Will show them off cos as they say there r no scars for happiness.”
Farah’s ‘Happy New Year’, which has been in the making since sometime, stars Shah Rukh, Deepika Padukone, Abhishek Bachchan, Boman Irani, Sonu Sood and Vivaan Shah and it will release around Diwali this year. (PTI)

Youth hangs self

JAMMU, Jan 25: A youth allegedly committed suicide by hanging himself at his residence in Mandal area, falling under the jurisdiction of Phylain Mandal police post.
As per police sources, 23-year-old John Francis, son of George Frank of Mandal allegedly committed suicide by hanging himself with a fan hook at his residence last evening.
On getting information about the incident today, police team from Phylian Mandal police post led by SI Sumit Magotra rushed to the spot and took the body in their custody, when the family members were taking the body for burial without informing police.
The body was shifted to Government Medical College and Hospital (GMCH) by police, where after autopsy, the body was handed over to family members for last rites.
A case under relevant Sections has been registered at Phylian Mandal police post and investigation started.

BDO, employees, stage demonstration

Samba, Jan 25: The staff of BDO Office Vijaypur led by BDO staged a demonstration in front of office premises demanding action against the erring Sarpanch who clashed with BDO in his office premises yesterday.
The irate employees led by BDO suspended the work and resorted to protest demanding action against the Sarpanch Vinod Kumar of village Pati near Raya More who tried to manhandle the BDO in his office premises yesterday.
The protestors shouting slogans warned to continue protest till action is taken against erring Sarpanch.
