US begins USD 166 billion tariff refunds, Indian exporters left without direct claim route

NEW DELHI, Apr 21: The United States government has initiated the long-awaited process of refunding billions of dollars in tariffs after the Supreme Court of the United States struck down duties imposed by President Donald Trump earlier this year.

While the move unlocks an estimated USD 166 billion in refunds, Indian exporters impacted by the tariff regime are unlikely to benefit directly.

According to the Global Trade Research Initiative (GTRI), Indian exporters do not have a legal mechanism to claim refunds from US authorities. The refunded duties are payable only to US-based importers who had originally borne the tariff burden at the time of entry.

GTRI has advised Indian exporters to proactively engage with their American buyers to negotiate a share of the refunded amounts. “The refunds will flow only to US importers, making commercial negotiations critical for exporters seeking compensation,” the think tank noted.

The tariffs, introduced on April 2, 2025, targeted multiple countries, including India, and significantly impacted outbound shipments. Of the total USD 166 billion eligible for refunds, nearly USD 12 billion is estimated to be linked to imports of Indian-origin goods.

Tariffs on Indian exports began at 10 per cent and were subsequently raised in phases-touching 25 pc by August 7 and escalating further to 50 pc by August 28, where they remained until early February 2026. The sweeping tariff framework was eventually invalidated by the US Supreme Court on February 20, rendering the duties legally void.

The refund process, however, comes with procedural constraints. As per reports, US importers must file detailed claims through an online system, including shipment-level data, tariff classifications and proof of duty payments.

Initial eligibility is restricted to certain “unliquidated” entries or shipments still within 80 days of final customs accounting. Data from the U.S. Customs and Border Protection (CBP) shows that over 330,000 importers paid duties across more than 53 million shipments, but only around 56,500 had completed mandatory registration for electronic refunds by mid-April.

The impact on Indian exports was substantial, with nearly 53 pc of shipments to the US-primarily textiles and apparel-falling under the elevated tariff bracket. These sectors are now expected to account for a significant share of the refund pool, though actual gains for Indian exporters will depend on bilateral negotiations with US buyers.

The development marks a major reversal of the Trump-era trade policy, but for Indian exporters, the recovery of losses will hinge more on commercial leverage than legal entitlement.

3rd WT20I: Focus on Mandhana, Deepti’s form as India try to stay afloat

JOHANNESBURG, Apr 21:
Vice-captain Smriti Mandhana and senior all-rounder Deepti Sharma would like to bring out their respective ‘A’ games with the Indian women’s team trying to pulls all its stops to get back to winning ways against South Africa in the third T20 International here on Wednesday.
The Proteas women lead the five-match series 2-0 and would like to complete the series win in the third match at the Bull Ring.
Mandhana, easily team’s most impactful batter, scored 13 and 12 in the first two games in which India put up an underwhelming show with totals of 157 and 147 which the home team surpassed without breaking much sweat.
As far as Deepti is concerned, her form has been more worrisome. She was demoted to No. 9 in the first game where she remained not out on 1 and was dismissed for identical score in the second game where she was sent up the order at No. 6. In both games, she went wicketless.
The Indian batting is very much dependent on Mandhana’s free flowing starts and the stylish southpaw would like to make amends for the poor returns in the first two games. Indian skipper Harmanpreet Kaur and Jemimah Rodrigues did get some runs in the first match but came a cropper in the second outing.
With T20 World Cup in England only a couple of months away, Harmanpreet and her team would like to get its mojo back and notch up a few victories which is essential to boost the morale of the team. (PTI)
What has hurt India more is the fact that there has been no power-hitting at the back-end of the innings leading to below par totals in both games.
“If you see both the games in 12 overs or so, we were at 100 and then after that we couldn’t finish the way we wanted them to but that always happens in cricket,” bowling coach Aavishkar Salvi said at the pre-match press conference.
On Deepti’s form, Salvi defended the veteran all-rounder, who was a star performer during India’s WODI World Cup triumph.
“One or two games or three games doesn’t justify the kind of talent she (Deepti) is, the kind of performances she has put in over the years. She is not at her best as of now but she has gone back to the drawing board, discussing all her game plans, what she wants to use during the games.
“It’s only a matter of a few instances where probably she just strikes and she comes back shining,” Salvi backed her with all intent.
For the Proteas, skipper Laura Wolvaardt has once again proved to be a thorn in the flesh for India with back-to-back half-centuries (51 and 54) and Sune Luus scoring a brisk 57 in the second game.
The Indian attack has also looked rudderless during Powerplays and Salvi admitted that they are currently carrying out a trial and error as to which bowlers would work during the global event.
“We are actually giving opportunities to all the bowlers to operate into that segment so that we don’t rely only on a few bowlers coming into the main event (T20 World Cup).
“But obviously, yes, we would like to pick wickets, we would like to strike early, we would like to use the power play from the bowling point of view so that we create that impact initially into the game,” Salvi added.
Teams (from):
India: Harmanpreet Kaur (captain), Smriti Mandhana, Shafali Verma, Jemimah Rodrigues, Bharti Fulmali, Anushka Sharma, Deepti Sharma, Arundhati Reddy, Shree Charani, Kashvee Gautam, Richa Ghosh, Uma Chetry, Renuka Singh Thakur, Kranti Gaud, Shreyanka Patil.
South Africa: Laura Wolvaardt (captain), Anneke Bosch, Kayla Reyneke, Nadine de Klerk, Annerie Dercksen, Sune Luus, Eliz-Mari Marx, Chloe Tryon, Tazmin Brits, Sinalo Jafta, Tebogo Macheke, Ayanda Hlubi, Ayabonga Khaka, Nonkululeko Mlaba, Tumi Sekhukhune.

Co-Develop, co-innovate: Rajnath’s pitch to German defence ecosystem

NEW DELHI, April 21:  “Aatmanirbhar Bharat is not merely a procurement programme; it is an invitation to co-create, co-develop, and co-innovate,” Defence Minister Rajnath Singh told German Parliamentarians in Berlin on Tuesday, as he made a strong pitch for enhanced collaborations between the defence industrial ecosystems of India and Germany.

Addressing the German Parliamentary Standing Committee on Defence and Security on Day-1 of his three-day visit to the European nation, the defence minister  asserted that the world today is faced with new security threats, and the technological transformation has made the situation highly complex and intricately connected.

“A new approach with the willingness to adapt to the changing environment is the need of the hour,” he said.

Singh  asserted that India is witnessing an unprecedented transformation in the defence sector, and increased partnerships with the German industry can yield significant mutual gains. “We recognise the established strengths of Germany’s leading industrial enterprises, while also admiring the vigour and dynamism of the renowned German Mittelstand (small & medium-sized companies) in advanced and emerging technologies. In India too, our start-ups and enterprising private companies are rapidly enhancing and complementing the capabilities of our larger and established defence enterprises. This is an area where India and Germany naturally complement each other, and our partnership can deepen further,” said Singh.

To deal with modern-day global challenges, the union minister underscored the need for coordinated responses and trusted strategic partnerships . “Prime Minister Narendra Modi and German Chancellor Mr Friedrich Merz have placed strong emphasis on advancing this strategic partnership. We also see a clear convergence of views at the European union level, reflected in the growing momentum to engage with India, including through the India-EU Defence and Strategic Partnership,” he said.

He reiterated that India and Germany are not only strategic partners, but also consequential voices in shaping the global discourse of the present times. “We are established democracies bound by shared values, and dynamic economies driven by resilience, innovation, and a determined industrial spirit. As lawmakers and esteemed members of the Committee, your guidance, voice, and support can further strengthen and enrich the future course of our defence and strategic cooperation. When the chronicles of this era are penned, the India-Germany partnership will stand as a paragon of diplomacy, crafted not in response to crisis, but through the steady resolve of two mature democracies choosing to walk this path together,” he stated.

The minister  pointed out that the current geopolitical instability can no longer be viewed as regional matters. “Their consequences are global in scope,” he said, describing them as not localised disturbances, but serious developments with far-reaching implications for energy security, food security, and global economic stability, apart from the immense humanitarian cost they entail. He said “For a developing country like India, which relies on the West Asian region for a significant share of its energy requirements, disruptions in the Strait of Hormuz are not distant events, they are stark realities with direct implications for our security and economic stability”.

Singh highlighted that in view of these  challenges and their direct implications, India adopted a proactive and coordinated strategy. He told the Parliamentarians that a Group of Ministers on West Asia is continuously assessing the evolving situation and recommending timely measures to minimise its impact. “Bringing together key ministries, our deliberations focused on safeguarding energy supplies, maintaining the availability of essential commodities, containing inflationary pressures, and protecting citizens as well as industry from external disruptions. This reflects India’s capacity to respond to global crises with calmness, foresight, and effective institutional coordination,” he said.

JAIPUR, Apr 21: Uttarakhand Chief Minister Pushkar Singh Dhami on Tuesday demanded a public apology from Congress President Mallikarjun Kharge for allegedly calling Prime Minister Narendra Modi a “terrorist”.

In talks with the media at the Sanganer International Airport here this afternoon, Dhami said ”Use of derogatory words like terrorist for Prime Minister Narendra Modi-ji is disrespectful and disregardful of the largest democracy in the world. He exuded confidence about the BJP’s win in the West Bengal assembly elections.”I have participated in a campaign in West Bengal and my belief is that the polls this time would produce a  ‘double engine government’ there.

“People of Bengal have made up their minds for effecting change of government. It is time to bid adieu to Didi (Mamata Banerjee),” Dhami said.

Dhami reached Jaipur this afternoon on a spiritual journey for paying obeisance at the Khatu Baba Shyam shrine in Sikar district. From the airport the Chief Minister drove for the Khatu Shyam Baba dham.

Silver, gold rise as geopolitical uncertainty in West Asia keeps bullion in focus

NE DELHI, Apr 21 : Silver prices rose Rs 700 to Rs 2.58 lakh per kilogram in the national capital on Tuesday while gold also edged higher amid geopolitical uncertainty and mixed global cues.

According to the All India Sarafa Association, gold of 99.9 per cent purity gained Rs 300 to Rs 1,57,300 per 10 grams (inclusive of all taxes).

Gold prices saw a slight uptick in the domestic markets as geopolitical tensions in the Middle East continue to escalate, prompting investors to seek safe-haven assets, Gaurav Garg, Research Analyst at Lemonn Markets Desk, said.

However, global trends remained weak. Spot silver slipped 1.29 per cent to USD 78.69 per ounce, while gold fell nearly 1 per cent to USD 4,776.85 per ounce.

Spot gold hovered around USD 4,780 per ounce level on a firmer dollar and uncertainty over US-Iran talks, Praveen Singh, Head of Commodities at Mirae Asset ShareKhan, said.

Despite the US signalling the possibility of talks with Iran as President Donald Trump’s deadline will end on April 22, Tehran has shown no clear indication of joining negotiations, he added.

Renisha Chainani, Head of Research at Augmont, said market participants are closely watching whether talks between the US and Iran will proceed and if they lead to a ceasefire extension or a broader peace agreement.

Gold’s direction will continue to be influenced by developments in West Asia tensions and their impact on energy costs and inflation expectations, she added. (PTI)

Haryana govt preparing plan to develop ‘land of Gita’ Kurukshetra as major tourist spot

CHANDIGARH, Apr 21 : A comprehensive plan is being prepared by the government to develop Kurukshetra as the sacred land of the Gita and make it a major tourist attraction for visitors from across the country and the world.

A master plan has been drafted for major projects from Pipli to Jyotisar and it will soon be presented for approval before Haryana Chief Minister Nayab Singh Saini, a senior official said on Tuesday.

Amit Kumar Agrawal, Commissioner and Secretary of the Tourism Department and Member Secretary of the Kurukshetra Development Board (KDB), said during a meeting held here that according to the directions of the chief minister, a plan has been prepared to develop Kurukshetra as a religious city and the land of the Gita in such a way that it attracts tourists from across the globe.

Under this initiative, plans have been made to develop the Mahabharata Anubhav Kendra and other important sites of Kurukshetra.

Mahabharata Anubhav Kendra is an immersive experiential centre in Kurukshetra where installations depict significant episodes from the Mahabharata, highlighting its enduring cultural and spiritual significance.

Agrawal said that the remaining construction work of the G-Block of the Mahabharata Anubhav Kendra will be completed based on the themes of “Glorious India” and “Saraswati-Sindhu civilisation”.

The main entrance of the centre will be enhanced with grand mural designs. The centre will represent a journey into the soul of India, and officials have been given special directions for its development.

Instructions have also been issued to establish a souvenir shop, food court and photo shop within the centre. Keeping in view the summer season, directions have been given to extend the visiting hours so that more people can visit.

In the meeting, officials from the Kurukshetra Development Board, Kurukshetra district administration and the Tourism Department were also present.

Agrawal said directions have also been given to undertake special publicity campaigns across the state to raise awareness about all tourist sites in Kurukshetra, especially the Mahabharata Anubhav Kendra, so that more people visit these destinations.

He also emphasised organising regular public participation activities in Kurukshetra. Further, detailed directions have been issued for the beautification of all chowks, roads and spaces under the newly constructed elevated railway track in Kurukshetra, he said.

Kurukshetra Deputy Commissioner Vishram Kumar Meena joined the meeting online, while KDB Chief Executive Officer Pankaj Setia, Honorary Secretary Upender Singhal, Additional Director of Tourism Department Mamta Sharma and other officials were present in person. (PTI)
