Jagran held at W No 34

JAMMU, Mar 25: To mark the celebration of the nine day long Navratra festival and to bring prosperity and peace in the life of the inhabitants, a jagran was organised by the volunteers of Ward Number 34, Doordarshan lane near Tali Morh.
On the occasion, senior Congress leader Surinder Singh Shingari was the chief guest, whileas other prominent persons from political background were also present.
The jagran commenced at 8:00 pm and conclude with Aarti at 5:00 am next morning, in which hundreds of devotees from various areas participated and took away the blessings of Goddess Durga for happy and prosperous life.
Various artists from Punjab including Munish and Sandeep Singh presented songs on Shri Mata Vaishno Devi and other God and Goddess. Skits based on life of Goddess Durga, Lord Shiva and Mata Parvati left the audience spell-bound.
During the jagran, devotees were seen dancing on the tunes of the devotional songs, going into the state of trance.
The jagran was organized by Sunny, Gulshan and Rajinder.

ReT teachers demand release of pending salary

RAJOURI, Mar 25: Jammu Kashmir ReT Teachers Forum has urged the State Government for release of pending salary for last seven to 10 months of teachers working under SSA.
Holding a press conference, Aftab Tantary, district president, JKRTTF accused the JK Board of School Education and some corrupt employees for defaming of the pious profession and nexux between some employees of J&K Board and urged authorities to check the lists of last 15 years of exams staff.
Jahangir Khan, State secretary urged the State Government to revoke the autocratic order and release all the pending salary before March, 29, otherwise they shall hold protest on March 30, 2015 at Jammu and Srinagar  and followed by tala bandh hartal on March 31, 2015.
Prominent among those present in the press conference were Arshad Gujjar, Abhishek Kumar, Asif Chowdhary, Amit Metha, Ahmad Khan, Majeeb Malik, Ajeet Singh, Uttam Singh and Joginder Singh.

Cong MLA stages walk-out

JAMMU, Mar 25: Congress MLA from Banihal and former Minister Viqar Rasool Wani today staged walk-out in the Assembly on being denied time to speak on grants of the Finance and Planning Departments.
As Speaker Kavinder Gupta asked Finance Minister Dr Haseeb Drabu to start his reply on the grants, Viqar wanted to take part in the debate and described as “injustice” the denial of time to him.
He wanted the Speaker to extend time of the House but the latter refused after which Wani staged walk-out in the House.

Rs 1700 cr being spent on Katra-Banihal track

JAMMU, Mar 25: The Government today said that tenders for the four- lanning of Udhampur-Chenani-Ramban  and Ramban-Banihal sections of National Highway have been received by the National High Authority of India (NHAI) while Northern Railways authorities have earmarked Rs 1700  crores for Katra-Banihal section of the rail track during this financial year.
While responding to the written reply to the question of Dr B A Veeri in the Upper House today, the Minister incharge Public Works said that four lanning of Srinagar-Jammu stretch under North-South Corridor has been divided in six packages. The work on four packages was awarded in 2010 and balance two packages are yet to be awarded.
The minister disclosed that 95.3 %  work on Jammu-Udhampur section of NH has been completed. The four lanning of Qazigund-Srinagar was scheduled to be completed in June 2014, however, due to land acquisition issues, floods and inadequate mobilization of funds, progress has been slow. The efforts are being made to remove the bottlenecks on Qazigund-Srinagar section of the Highway. A high level committee is also being constituted to monitor the progress on the road regularly.
Responding to another question, the Government said tenders for the stretches from Udhampur-Chenani, Nashri-Ramban and Banihal- Ramban have been received by the NHAI Headquarters and are presently under evaluation. The works are likely to be awarded soon. A complete period of 3 years for Udhampur -Chenani and Nashri -Ramban stretch  and three and half year for Ramban-Banihal stretch is prescribed from the date of commencement.
The Government further disclosed that Indian Railways is committed for faster rail network in J&K. The rail connectivity between Jammu region and the Kashmir valley through Banihal tunnel provides all-weather connectivity with the rest of the country.
As per the information provided by the Director Works, Northern Railway New Delhi, an amount of Rs 1700 crore  has been earmarked for Katra-Banihal section during 2015-16, it said.

RAMBAN, Mar 25:  District Information Centre, Ramban today organised a Quiz Competition at Bhartiya Vidya Mandir High School here.
Deputy Registrar Cooperative Department Ramban, Ikar Giri was the chief guest on the occasion and Principal of the School presided over the function.
First prize was awarded to the team of Bhartiya Vidya Mandir High School (BVMHS) while the second and third prizes were clinched by Girls High School Parnote and Chenab English Medium High School Ramban respectively. In another event Inderjeet a students of BVMHS clinched first position in painting competition.
Speaking on the occasion, chief guest appreciated the role of Information Department in providing a platform to the students and motive them to participate in extra-curricular activities which would boost their confidence and help to face the competition.
Principal of the School, Pardeep Singh thanked the Information Department for organising such events to promote the talent of students.
A colourful cultural programme was also presented by the DIC Ramban.
Later commendation certificates and consolation prizes were also distributed among the participants.

TRAI recommends reserve prices for FM radio auction

NEW DELHI, Mar 25:  Telecom Regulatory Authority of India (TRAI) has issued its recommendations on ‘reserve prices for auction of FM radio channels in new cities’.    The reserve price for FM radio channels for each of the  253 new cities has been fixed at 80 per cent of the valuation  for each city.
The valuation has been worked out as a simple mean of the three valuation approaches, which are based on the population of the city, per capita Gross State Domestic Product (GSDP), and listenership of FM Radio and Per capita Gross Revenue, earned by the existing FM Radio operator.
For 11 cities of ‘Others’ category, having a population of less than one lakh in the border areas of Jammu and Kashmir and the North East (NE) region, the reserve price is kept as Rs 5 lakh
for each channel of each city, as approved by the Cabinet in the Phase-III policy.
The Ministry of Information and Broadcasting sent a reference dated December 16, 2014 to TRAI, seeking recommendations of the Authority on reserve prices for the auction of FM Radio channels in 264 new cities, as per the Phase-III policy guidelines.     In all, 831 FM Radio channels in these cities are proposed to be auctioned through an ascending e-auction process, as provided in Phase-III policy.
Out of 264 new cities, 253 have a population of more than one lakh as per census data 2011 and are classified as B, C, and D category cities.
There are 798 FM Radio channels in these 253 cities which are proposed to be put up for auction.
While in the remaining 11 cities, having less than one population, 33 FM Radio channels are proposed to be put up for auction.

Court rejected Salman Khan’s plea for extention to appear

MUMBAI, Mar 25:  A local court today rejected Bollywood actor Salman Khan’s plea praying for extention to appear in court to record his statement in the hit-and-run case of 2002.     Special Public Prosecutor Pradeep Gharat said that as examination of all the witnesses has been completed, the court will now record Khan’s statement of Khan.     In the re-trial, the prosecution examined 27 witnesses and Gharat told the court that they have no more witnesses left to be examined.
Khan today moved an application seeking permission to extend the date of his appearance in the court.    Judge D W Despande rejected his plea, and he will now have to appear in the court on March 27 to record his statement.     Khan’s statement will be recorded under section 313 of the Criminal Procedure Code (CrPC) that allows the accused to tell the
court his side of the story at the fag-end of the trial.     The actor was arrested after his car rammed into a bakery in suburban Bandra in the early hours of September 28, 2002, claiming one life and injuring four others.
A re-trial is being conducted after the charge of culpable homicide, which provides for imprisonment of up to 10 years, was  invoked.
Earlier, the trial was being conducted by a magistrate, who had charged the actor with rash and negligent driving, which attracts only two years’ jail term.

Swami Dinesh Bharti launches yatra to Kali Mata Temple

JAMMU, Mar 25: Swami Dinesh Bharti the hero of 2008 Amarnath land row agitation who was inducted recently in Margdarshan Mandli of VHP has launched a yatra to Mata Kali temple Bahu fort during the Navratras by crawling from his Ashram at Kalbadi in Chak Gajansoo on March 22 -the first Navratra.
Hundreds of devotees are participating in Swami Ji’s yatra to Mata Kali temple Bahu Fort.  Swami Ji who reached Talab Tiloo yesterday started the yatra from there this morning and reached Gumat Chowk by the evening today.
The devotees enroute paid their respects to Swami Ji to seek blessings. Swami Ji will leave from Gumat to holy temple tomorrow and he will reach there on Durga Ashtami to have Darshan.
Swami Ji will have special prayers in the Temple and pray for peace and prosperity of the State, end to terrorist violence and welfare of people.
He is accompanied by VHP vice president Prabhu Dayal Gupta, Kartik Sudan Bajrang Dal Mahanagar convener and Rakesh Sharma co convener BD.
A large number of devotees enroute greeted Swami Ji and by showering flowers on him.

Expedite proposals for inducting more police personnel: HC

NEW DELHI, Mar 25:  Delhi High Court today directed the Centre to expeditiously approve the proposal by city police for induction of over 16,000 additional personnel, including a dedicated force for crime investigation.
A bench of justices B D Ahmed and Sanjeev Sachdeva expressed happiness over bifurcation of crime investigation from law and order duties, saying “this will go a long way in providing better investigation of crime, resulting in the actual perpetrators being convicted finally by courts of law”.
It also hoped that the dedicated force will comprise of people “having requisite investigative skills” and suggested that they be trained in “special investigative techniques” by keeping in mind the modern investigation methods and the different kinds of crimes being committed.
It also directed the central Government to expedite the other 14 priority proposals sent by Delhi police for 11,962 more posts, saying the entire exercise be preferably completed by May 20, the next date of hearing.
On installation of CCTV cameras, the court directed that once the vulnerable areas are identified by Delhi police, the cameras should be installed within two months.
It said that while installing the cameras “special regard be given to maintaining privacy of individuals” and that CCTV be installed in public areas “without encroaching upon privacy of people”.
The court, however, was not happy over method of procuring equipment for Regional Forensic Science Laboratories (RFSL), saying it was a “major problem” which requires some “thinking” by the Government.
The bench made the observation after Delhi Government informed it that it needs to procure equipments with regard to audio-video, computer forensics and DNA testing, for its RFSL at Yashwant Place here, and sanctions for these have to be sought afresh as the ones granted earlier have lapsed.
The Government said they will have to see whether prices have fallen prior to seeking fresh sanction.
To this the court responded, “This is a major problem with this country. An expensive equipment may be better, but we are stuck with a third class equipment as it was the cheapest (during procurement).”
The court, thereafter, directed the city Government’s finance department to “expedite the necessary sanctions for procurement” for equipment for Yashwant Place RFSL and hoped that it “shall be completed in two months”.
With regard to RFSL at Rohini, the court directed the Fire department and the city Government’s finance department to expedite grant of no objection certificate and approvals, respectively.
Regarding RFSL at Sayurpur here, the court directed DDA to conclude verification of title with respect to handing over additional 5000 square meters of land within six weeks.
DDA was also directed to give land to Delhi Government for approach road to Sheikh Sarai RFSL within two months.
On recruitment of more people for manning RFSLs and Crime Scene Management Division, the court directed DSSSB and UPSC “to expedite selection process”.
On March 20, the city police had told the court that it will first install CCTV cameras at all vulnerable locations in the 44 red-flagged areas in the national capital once it finished survey of the sites and worked out the technical specifications.
In its affidavit, the Delhi Police had said the sites will be surveyed in respect to the required technical support and after the finalisation of the technical specifications, “a consolidated proposal will be forwarded to the Home Ministry for procurement of the cameras”, adding that this exercise will require one more month.
On the issue of creating additional posts in the Delhi Police, the police had said that the Home Ministry has sent them a proposal for the creation of 4,749 posts to internal finance department of MHA to proceed further, increasing the total number of additional posts required to over 16,000.
On January 30, the court had directed Delhi Police to submit an action plan on where CCTV cameras can be “deployed” by “keeping in mind the crime mapping already done”.
The court had also sought an affidavit indicating steps taken to induct additional force.
The affidavits were filed on a PIL initiated by the court on its own after the December 16 gangrape incident and in which an application was filed by advocate Meera Bhatia seeking that the CCTV cameras installed for US President Barack Obama’s security during his January visit should not be removed.
On the issue of crime scene mobile forensic units, Delhi Government had said there is no extra sanctioned staff for this unit and the existing personnel engaged in the case work during normal duty hours were being deployed for visiting crime scenes.
As a result, Government has proposed to establish 11 mobile forensic units along with one crime scene management division for visiting crime scenes, it had said.
It had also said that initially there will be four crime scene vehicles (CSV) with scientific kits and 138 posts and orders have been placed for two crime scene vehicles in this regard, adding that “however, manpower is yet to be sanctioned by the finance department”.
Delhi Development Authority had also submitted in its affidavit that it has already handed over in 2014 three sites – at Sayurpur, Rohini and Sheikh Sarai – to Delhi Government for setting up its RFSLs.
Earlier, the court had come down heavily on the Centre and Delhi Police asking why they had not installed CCTVs to beef up security of women in the national capital but had done so only for a visiting head of state. (PTI)

PNBMT appeals Govt to pass Shrines Bill

JAMMU, Mar 25: Prem Nath Bhat Memorial Trust, the nodal organization of the Hindus of Kashmir for the enactment of the Shrine Bill for preservation of Temple heritage of Kashmir has asked the Government to pass the Bill drafted by the Drafting Committee of the exiled Hindus.
Speaking at a special meeting of PNBMT Bill Committee convened for the purpose, Dr R L Bhat spokesperson of the Trust informed that the Bill had been drafted by the community and presented to the then PDP-coalition Government, when the Government asked the community to make suggestions for the Shrine Bill in 2007.
The draft was prepared by a committee of legal luminaries and social activists headed by Justice (Retd.)  B L Bhat comprised of Judge (Retd)  B L Saraf, advocates Janki Nath Bhat, Kashmiri Lal Bhat, Chief Prosecuting Officer (Retd), Bansi Lal Pandita, social activist Dr R L Bhat,  Surinder Amberdar and  H L Bhat. The draft was presented to the then Revenue Secretary  Masuud Samoon in March 2007.
Those who spoke at the meeting including A N Pandita, R L Bhat, Manmohanji Thaploo, Roshan Lal Pandita, Shiban Kaibri,  Kashmiri Lal Bhat and Rohit Bhat emphasized that both the hope that the Shrine Bill would finally be enacted as both the parties PDP and BJP have been with the community and have supported the struggle for the Bill.
Endorsing the Bill PNBMT members said that for unknown reasons the previous Government had bye passed this meticulously prepared bill and said that the draft bill answered the aspirations of the stake holders. The draft bill ensured that a democratically elected Shrine Board would be put in place to look after the preservation and management of the temples and shrines of Hindus of Kashmir in a transparent manner and be answerable to the whole community of the Hindus of Kashmir.
The meeting formulated a comprehensive plan to take forward the struggle for the enactment of the bill. The PNBMT members also finalized the publication of the long awaited book on Shrine of Kashmir prepared by Dr R L Bhat on behalf of the Trust with the aid and inputs from a large body of community members spread over all the ten districts of the valley.
