JAMMU, Apr 17: Former minister and J&K Pradesh Congress Committee president Ghulam Ahmed Mir today said that party suffered defeat in the Assembly elections in the State because grass- root Congress workers were ignored by the ‘senior leaders in power’ and the dejected workers ignored the leaders contesting elections.
“Congress is such a strong party that no other party has capacity to defeat it. Some people say it was Modi wave and rejection by the people. But after getting feed back from the workers during interactive meetings, it was discovered that workers have strong resentment for being ignored by senior leaders during power (as ministers). They were not listened and felt dejected. And if the ground level party worker is not given due respect or listened by those in power, the party defeat is sure. We have to realize this fact and correct the past mistakes,” Mir cautioned the leaders and other party functionaries while addressing party convention in Gandhi Nagar constituency of Jammu city here today.
PCC chief said that J&K is described as mini India in view of its pluralistic character and other diversities. He said the divisive politics in the State is dangerous for keeping the three regions together in the wake of hostile neighbour and other inimical forces.
Launching attack on ruling parties in the State, Mir alleged that PDP-BJP had a pre-poll tactical understanding to polarize the situation in both the regions by exploiting the regional and religious sentiments of the people to secure their respective mandate. He said the delay in formation of Govt after declaration of Assembly results was part of the game plan to hoodwink the people and to hide the politics of falsehood and deceit.
Mir said that peace and democracy in the State has been restored by the sacrifices of people, security forces and political workers. The secular forces should not allow the communal and divisive forces to destroy this achievement at any cost. He asked people to get ready to expose the agenda of those opportunistic forces which betrayed the people. He asked party workers to get ready for Local Bodies polls and claimed that adequate representation to the women and youth would be given by the party. He said that genuine workers would get due place in the organization at all levels while those who indulged in indiscipline especially during the recent elections and non-performers would be shown the door.
CLP Leader Rigzin Jora while launching attack on PDP said that the incidents like waving of Pakistani flags by separatists in Srinagar was a part of larger conspiracy that has been helping Mufti Mohd Sayeed to increase his acceptability in Kashmir valley. Asserting that the country will have to pay a bigger price for this, Jora said that Mufti was increasing his acceptability in the Kashmir valley by crushing BJP.
“Mufti knows this all as he too, is involved in this, otherwise, how is it possible that Pakistani flags are hoisted and anti-India and pro-Pakistani slogans raised just near the office of DGP,” Mr Jora asserted.
Former minister Sham Lal Sharma alleged that the wrong policies of this regime, have encouraged the anti- national elements, who are vitiating the peaceful atmosphere in the State. He said that the BJP had been accusing Congress policies while in Opposition but it has become mute spectator to the soft policies of the present Government towards separatists and militants. The public anger forced the BJP to succumb to the pressure to re-arrest the separatist Masrat Alam. He said
BJP has surrendered all the issues of Jammu people for power. He referred to the issues of Ministership for Jammu, delimitation, state subject to West Pakistan refugees and one time settlement of PoK refugees. He lashed at BJP for U-turn on setting up of AIIMS at Jammu which is a just demand and asked workers and people to fight for these issues.
Former minister Raman Bhalla in his address severely criticized BJP-PDP for playing with the sentiments of the nationalist forces and indulging in appeasement of separatist elements in the State. He said soon after taking oath, the Government adopted appeasement of separatists which sent wrong signals. Accusing BJP of surrender on issue of Article 370, relief and rehabilitation of border migrants, PoK and West Pak refugees and other commitments with the people, Mr Bhalla said that the package forwarded by the previous Government on the behest of Congress regarding refugees and migrants has been put in cold storage while taking U-turn on its stand West Pak refugees.
Mr Bhalla said that Congress would play the role of an effective Opposition to safeguard the interest of people of Jammu region and ensure equitable development of all three regions. He said that Congress would remain on the fore front to highlight and address the issues of people and force this Government to ensure justice to each and every section. He strongly demanded setting up of AIIMS at Jammu and maintained that during UPA regime two Central Universities, one for Kashmir and one for Jammu were given. Many senior leaders demanded setting up of AIIMS in Jammu and condemned local BJP leaders for their dubious role.
Prominent among those who attended/ spoke on the occasion included Kanta Bhan, Ravinder Sharma, Anil Chopra, Indu Pawar, Manmohan Singh, Namrata Sharma, BS Sambyal, Parnav Shagotra, Neeraj Kundan, Jai Singh and B B Gupta.

Kathua, Apr 17: The Lakhanpur Sarthal Tourism Department Authority bagged second prize in 3-Day Baisakhi Festival which culminated at Billawar here today.
Deputy Chief Minister, Dr. Nirmal Kumar Singh was the chief guest in the 3-day Billawar Baisakhi Festival. Sunil Sharma, Minister of State for public Works and Revenue and Mr. Kuldeep, MLA, Hiranagar were the guests of honour on the occasion.
Dr Singh appreciated the efforts of Distt. Administration Kathua and festival committee Billawar for veering elaborate arrangements for the Mela which was witnessed by more than thirty thousand people of the area and people from far off places of the state, Himachal Pradesh and Punjab also participated in the mega event.
It is pertinent to mention here that LSDA was awarded second prize during Border Festival Held at Hiranagar Last week.
SDM Billawar, Dr R S Charak, Tehsildar Dr Man Kumar, BDO Billawar Ankush Hans, Executive Engineer of Lakhnapur Sarthal Development authority and PMGSY, Sectoral Officers, members of Mela Committee and a large number of people were present on the occasion.

Power shut down

JAMMU Apr 17: In order to carry out balance work of erection of 132 KV Beam structures to facilitate DC Railway traction work at 132/66 KV Grid Station Samba and other allied works, the shut down of 2×50 MVA, 132/66 KV Grid Station Samba has been allowed on 19.4.2915 from 9 am to 1 pm.
As intimated by Chief Engineer, S&O Wing Jammu during the shut down period the power supply to Samba town, Industrial area, Bari-Brahmana, Ghagwal, Vijaypur and their adjoining areas and industries will remain affected. However, the power supply to Grid Station Bari-Brahmana-II will be met from Gladni Grid Station during the shut down period.
Meanwhile, to carry out urgent work of fixing of new poles between Tower No. 185 to Tower No. 186 near Doda of 132 KV Udhampur-Kishtwar transmission line, the shut down of 132 KV Kheleni-Kishtwar portion of transmission line on April 19, 2015 (Sunday) from 11 am to 4 pm has been allowed.
During the shut down, the power supply to district Doda will be partially affected (for disconnecting and connecting the jumpers at Khelani Grid Station) and district Kishtwar will be affected during the period.

KATHUA, Apr 17: Deputy Chief Minister, Dr. Nirmal Singh today asserted that early redressal of people’s grievances and problems tops the priority list of the present Government, which is committed to ensure speedy redressal of grievances at people’s doorsteps.
The Deputy Chief Minister was addressing a series of public meetings at Garneri Kandi and Mela Kandi in Kathua district today.
During these public meetings, people projected various demands and problems of their respective areas seeking an early redressal of the same.
The Deputy Chief Minister listened to the grievances of people and issued on-the-spot instructions to the concerned officers for early redressal of the same. The issues which were brought to the notice of the Deputy Chief Minister pertained to improvement in the drinking water supply, road connectivity, electricity besides provision of playground and other basic facilities.
Responding to demands and grievances of the people, Dr. Singh assured the people of these villages that their genuine issues would be considered and redressed in a time bound manner. He directed the officers to look into all the issues raised by the people of these villages and initiate necessary steps for early redressal of the same.
He said that it is the endeavour of the Government to provide all basic facilities to the people on priority basis, adding that a well conceived programme has been devised to address all issues in a phased manner. He said that provision for better healthcare, education, PHE and road connectivity are the priority sectors for the Government.
He sought people’s cooperation in implementing all Government schemes so that benefits of such schemes reach to the needy. He asked them to maintain close liaison with the administration and projects their demands in most legitimate way.
Dr. Singh exhorted upon the officers that benefits of various development and welfare schemes should reach to the real beneficiaries timely. He said that Government is committed for socio-economic empowerment of the people especially those living in hilly, remote and far-flung areas. He emphasized on regular monitoring of the development works besides use of quality material. He said no stone would be left unturned in redressing genuine grievances of the people.

SC stays defamation cases against Kejriwal

NEW DELHI, Apr 17:
The Supreme Court today stayed defamation cases against Delhi Chief Minister and Aap Aadmi Party convenor Arvind Kejriwal, filed by Union Minister Nitin Gadkari and others. The apex court also issued notice to the Law Ministry and Mr Kejriwal and sought a reply from both within eight weeks. The Supreme Court fixed July 8 as the next date of hearing. (UNI)

Rishpal given additional responsibility of CEO

JAMMU, Apr 17: Following placement of the service of senior IAS officer Umang Narula at the disposal of Government of India, Rishpal Singh, Deputy Chief Electoral Officer, J&K, shall look after the routine work of the Chief Electoral Officer, J&K, in addition to his own duties, till further orders.
Earlier, on April 13, the Government had ordered that Raman Kumar Kesar, Deputy Chief Electoral Officer and ex-officio Additional Secretary to the Government, Election Department, shall look after the routine work of the Chief Electoral Officer, J&K, in addition to his own duties, till the post is filled up in consultation with the Election Commission of India.
The fresh order in partial modification of the earlier order of placement, was issued today by the General Administration Department.
As reported earlier, services of Umang Narula have been placed at the disposal of the Government of India, in pursuance of his appointment as Chairman and Managing Director, India Tourism Development Corporation (ITDC), Ministry of Tourism, Government of India.

Udhampur, Apr 17: Lack of vision and ill planning has put the Indoor Sports Complex at district Udhampur in a sorry state. The much-hyped project to promote games and sports in the district has drawn flak from the sports enthusiasts here.
Official sources told the EXCELSIOR that there was need for space to conduct indoor tournaments for various indoor games which unfortunately could not be conducted due to non availability of indoor sports complex.
After finding the needs of the Indoor complex for promotion of games in district Udhampur, on November 16, 2013 the foundation stone for the Indoor Sports Complex was laid at Subhash Stadium, Udhampur by the then Sports Minister Taj Mohi-ud-Din.
In his speech, the Minister had assured the sportspersons that the complex will be constructed in nine months, they added.
Sources stated that Rs 1.28 crore was sanctioned for the construction of this sports complex with concrete floor to give a fillip to sports activities including Badminton and Table Tennis besides conducting tournaments for indoor games like Wushu, Judo, Gymnastic, Power Lifting, Chess, Carrom, etc.
“The complex missed several deadlines for its completion, which has created anguish among the players, who are forced to practice their games in open grazing grounds”, they added.
Sources further stated that in the year 2014, when Raman Bhalla was Sports Minister, he also visited the site and assured that the complex would be completed by August 2014, but this deadline also failed to yield any result.
After that, the sportspersons started protesting against the J&K State Sports Council and District Administration Udhampur and after that another assurance came from the Engineering Wing of the J&K State Sports Council that the complex will be completed by October 2014, sources said, adding that this time also the deadline fixed for the completion failed to meet.
“Missing of deadlines several times for the construction of complex, has not only forced the players to quit their favourite games, but also ruined their dream to display their talent at National and International levels”, sources added.
“There is no other infrastructure for the players to continue their Indoor games in the discipline of Badminton and Table Tennis”, sources said, adding that there are various talented sportspersons in the district who have represented the State on the national level and brought laurels for the State in general and the district in particular.
This complex would have to cater the needs of thousands of players and could nurture their hidden talent in various games, but its non-completion has created anguish and disappointment among the people in general and players in particularly, sources added.
The sportspersons are continuing their games on their own by paying hefty amount to the outsiders including banquet halls, sources said, adding that due to casual approach of the Sports Council and District Administration, the future of budding sportspersons in the district is running towards darkness, sources added.
“We are playing Table Tennis by paying monthly rent in thousands. The complex was to be constructed for table tennis and badminton players and for the conduct of tournament for indoor games. But it has not been completed, the reason best known to the concerned authorities engaged in the construction of the complex”, a Table Tennis player said on the condition of anonymity.
The Complex will have concrete floor, which may result into injuries to the sportspersons while playing. The floor should be of synthetic and that too of top quality, a badminton player said.
The lighting system should also be of high quality which helps the players to practice their games during late evening hours, he added.
When contacted Minister for Sports, IT and Technical Education, Imran Ansari told the EXCELSIOR, “I will review the status of the Indoor Complex within couple of days after reaching Jammu”.
“We are having clear cut instructions from the Chief Minister Mufti Mohammad Sayeed to expedite all the projects related to sports for the upliftment of the games in the State”, he added.

Indian economy to grow at 7.3% in 2015: Moody’s Analytics

NEW DELHI, Apr 17:  Indian economy is expected to grow marginally higher at 7.3 per cent during the year compared with 7.2 per cent in 2014 and interest rate cuts will buttress private sector spending, said a group company of global rating agency Moody’s.
“Our tracking model suggests that first quarter GDP growth is tracking around 7.3 per cent, a slowdown from prior quarters. But we expect this softness will prove temporary with improving domestic demand to help India’s GDP grow 7.3 per cent for all of 2015,” Moody’s Analytics said in a study.
Earlier this week, International Monetary Fund projected that India will overtake China as the fastest growing emerging economy in 2015-16 by clocking a growth rate of 7.5 per cent, helped by its recent policy initiatives, pick-up in investments and lower oil prices.
World Bank too has similar GDP growth forecast for India for the current fiscal year.
Moody’s Analytics said, India’s economy is on a cyclical upswing and forward-looking indicators suggest domestic demand is gathering momentum.
“Low inflation has enabled the Reserve Bank of India to cut interest rates by 50 basis points easing pressure on the private sector. Lower rates as well as the government’s infrastructure and disinvestment programs should provide a boost to domestic-oriented industries,” it said.
It further said that the government also wants more foreign businesses to invest in India, with a focus on public and private partnerships.
“Foreign investment in India has been weak because of significant red tape and taxes. The government is taking encouraging steps to reduce these burdensome regulations to entice more foreign investment,” it said.
On the disinvestment front, it said the government has begun selling public sets as it plans to raise Rs 70,000 crore in fiscal 2015-2016.
“Approximately 5 per cent of the Rural Electrification Corp, a state-owned power company, was sold in early April. Strong investor demand for the electricity company suggests that the government should have few problems selling its other assets,” it said.
Moody’s Analytics is of the view that “India’s state-owned companies are notoriously inefficient, with significant bureaucracy and endemic corruption. Asset sales can make companies more productive and should ease the supply bottlenecks choking the economy.”
Funds raised from disinvestments will be spent on developing India’s ailing infrastructure.
“If revenues fall short, we expect the government to cut expenditure to meet its 3.9 per cent deficit target for 2015-2016. Lower government spending is a downside risk to our forecast over the coming year,” it added. (PTI)

Bollywood has become an integral part of Indian society. It has been observed that people, particularly youth, keep on talking about Bollywood movies and actors.
In the past, Bollywood made movies with a social message though entertainment quotient was always there.
Now-a-days Bollywood churns out movies which exhibit mere violence, bloodshed, sex and sleaze. It is impacting the social life of people and has a disturbing impact on youth.
The society must think over the subject before switching on Television sets.

Corporal punishment

Sir,
This has reference to a facebook post, posted by a worried father which shows a teacher giving corporal punishment to his son. The post evoked much response from the netizens. It surprised me most when I read comments advocating corporal punishment for the better future of students community.
It made me sad on learning that people still believe in medieval practices. This practice needs to be discouraged at the earliest.
There are national and international laws which prohibit corporal punishment in schools.
The Article 21A of the constitution prohibits physical and mental harassment of students in Indian schools. Right to Education Bill 2009 also clearly bans corporal punishment, besides physical, mental and sexual harassment of students.
Mahatma Gandhi Ji says ‘ A good student is a good citizen of future”. So it is responsibility of the society and all those people influencing to build good citizens, so that we could have a better India in the upcoming centuries and to do so our teachers must be good citizens.
Corporal punishment in no way is going to do any good to students, nor to education. Attempts should be made to do away with this medieval practice.
