Package employees entitled to regularisation: Govt

JAMMU, Jan 27: J&K Government has cleared all doubts about the regularisation of PM package employees appointed in the year 2009 under special employment package for displaced people from Kashmir.

In a circular issued by Finance Department of J&K Government, it has been clarified that migrant employees appointed in terms of Jammu and Kashmir Migrants (Special Drive) Recruitment Rules 2009 who have been confirmed after successful completion of the period of probation, need not to be declared/ treated as quasi permanent. As per the circular after confirmation the employees attain the status of permanent Government employees.
However, the entries regarding the completion of probation period / confirmation are required to be properly recorded in the service books of the concerned employees, the circular further added.
The circular made it clear that Government employees under PM package are appointed in terms of Jammu and Kashmir Migrants (Special Drive) Recruitment rules 2009 notified vide SRO 412 dated 30/12/2009. The Migrant Recruitment Rules 2009 provide that the appointee shall be on probation for a period of two years which can be extended up to a further period of two years. The appointee is eligible for confirmation on the basis of his performance, merit and uninterrupted / continuous stay in the Valley after completion of probation period.
In the circular, it has also been made clear that once an employee is confirmed, his/ her lien on the post stands established and the relationship of employer and employee is governed by the rules applicable to permanent Government servants. In such cases, the question of declaring the employees as quasi permanent does not arise.
The circular has brought a great relief to package employees. The employees’ bodies of Mattan, Vessu, Anantnag, Srinagar, Budgam, Baramulla, Bandipora, and Kupwara have expressed their satisfaction over the fresh circular saying that this has settled all doubts and no confusion will be created in future in this regard now.
