Of PDD and consumers

Apropos to the article “Ignorance Infects PDD”  (DE, dated Aug.7), the learned writer Mr. Sudhir Sharma has tried to give an insight into PDD’s working constraints, which the policy makers must take into consideration to redress the grievances of the staff working in the Deptt., which is one of the most essential departments, meant for providing basic amenity of power to the public at large, especially regarding framing of transfer policy of functioneries to provide equal oppor tunities to all to serve in various wings/ capacities.The draconian letter to stop increments etc. is a great harassment and needs to be withdrawn,because as has been rightly pointed out, the cases of power theft etc.  are not seriously persued by the police deptt for which the departmental officers can in no case be blamed
However,this factor in no way justifies the technical and administrative failures of the deptt.The efficiency of any officer depends upon how he delivers under constraint and existing circumstances.No one can deny the fact that year after year,the miseries of common man increased manifold due to the apathy of the deptt as a whole.In the previous regimes of PDP+Cong. the power distribution was far more homogenous than it is today although the resources were almost same.Undoubtedly, the present bureaucracy has not been able to streamline the power distribution as was done in some previous regimes.We experience 10-12 hrs. power cut at one place and 24*7 power supply just a few yards away, although both areas are metered, receiving power from the same station.This is height of moral corruption, and had not been a practice in the previous govtts.This has surely enraged the public, feeling cheated by the concerned ministries, who had made tall but hollow promises during their campaigns,the deptt. having no justification in such cases of balant discriminations. It appears that areas are discriminated at their sweet will because of political/ personal influences without any justification and the neglected areas are never paid any heed for improvement. The deptt. should really feel ashamed of this draconian practice of harassing consumers. Many areas are practically without power, because in a few live hours(just 2-3 hours during  8 am to 10 pm), the voltage swindles from 50-250 every minute,damaging and rendering use of gadgets totally impossible.One wonders  how the deptt. plans to raise the revenue realization in the absence of regular power supply.It is advisable to first ensure 24*7 power supply to at least all metered areas so that meters record a reading and only then take steps for better revenue realization as has been done in almost all other states, making hefty profits in this business
As per the print media, the deptt. has surrendered huge amounts under the RAPDRPand other centrally aided programmes in the past which could have  benefited the public at large by minimizing the T&D/AT&C losses by about 50% but those at the helm of affairs never took it seriously
Last but not the least, we the Govt. servants cannot always claim transfers and postings at our convenience.We are public servants and people pay us hefty salaries out of their taxes in sharp contrast to pvt/ undertakings who serve at far less salaries in any corner of India.All govt employees need to be responsive to the public interests and not think only about their own interests.
