NPP member protests in LC on issue of Urdu, marshaled out

JAMMU, Apr 5: The Upper House of the Legislature witnessed noisy scenes during the Question Hour today as the only National Panthers Party  Members Syed Mohd Rafiq Shah stood up alleged discrimination with the Urdu language, demanding adjournment motion and discussion in the House while National Conference  member from Kargil, Aga Syed Ahmed Rizvi staged walk-out on the issue of non-availability of teachers and lecturers in the Govt Higher Secondary School, Barsoo in tehsil Sankoo of district Kargil.
As the Upper House commenced today’s business in the morning, the NPP members Mr Shah and NC members Mr Rizvi and Dr Bashir Ahmed Veeri stood up and raised different issues.  Rafiq Shah while displaying a newspaper in the House pointed out that in the report appearing in the paper a senior officer has shown most disrespect to the official language of the State as he rejected the sign boards proposed in Urdu language. He said one hand the Government claims about giving promotion to Urdu language and on the other its officers are adopting discriminatory policies and promoting discrimination.
Aga Syed Rizvi moved towards the well of the House raising his strong protest over the attitude of the Government and alleged that he raised this issue earlier also in the House regarding a large number of vacant posts of teachers/ lecturers/ Principals in the Schools in Kargil but no body listens. He said that in Government Higher Secondary School, Barsoo in Sankoo tehsil of Kargil, there is only Principal and a lecturer. There is no other teacher/ lecturers and the students are suffering since long.  CEO / ZEO and the local Administration is least bothered. Raising issue in the House and lodging his strong protest against the  School Education authorities,  Mr Rizvi staged walk-out of the House.
Dr Veeri raising, Daily Excelsior newspapers pointed out towards the tragic accident in Kashmir in which nine school children were killed yesterday. He said that Government must take measures to prevent such mishaps and family members of the deceased children should be provided adequate compensation. The chairman asked the members to take their seats and not to disrupt the proceedings but the members continued.
Rafiq Shah repeatedly pressed for adjournment of the House for holding discussion on the issue of Urdu. He went into the ‘well’ of the House and sat on dharna raising slogans, ‘Urdu Se Insaf Karo’.  The Chairman Amrit Malhotra said that he has already given his ruling and directed the Government to set up committee under Chief Secretary which will recommend suggestions for promotion of Urdu in the State. He again asked the NPP member to take his seat. But as he continued his protest and slogans, the Chairman directed the watch and ward staff to marshal him out of the House. Mr Shah  was then virtually picked up and marshaled out at around 11.10 am. The proceedings remained disrupted in the House for about 10 minutes.
