No undue favour given to ex-Director: SKIMS

SRINAGAR, Oct 17: Sher-e-Kashmir Institute of Medical Sciences (SKIMS) today said that the Varsity neither recommended nor bestowed any undue favour to its ex-Director M S Khuroo in terms of Government Order Number 59- SKIMS of 2020 dated 29-07-2020.
A spokesman of SKIMS said that the former Director of the Varsity (who was also ex-Officio Secretary) submitted a representation on 05-09-2016 for release of pensionary benefits in his favour on the grounds of having served the J&K UT for 26 ½ years.
He said that the representation of the ex-Director was processed by the SKIMS under the relevant rules and during consideration, it was observed that the whole process of his termination from services was having various flaws and the proper procedure had not been followed.
Accordingly a committee was constituted which concluded that the termination case of doctor has been processed without following the proper procedure, the spokesman said, adding, a detailed proposal was accordingly submitted before the competent authority, based on the recommendations of the committee and the competent authority forwarded the case to the Department of Law, Justice & Parliamentary Affairs and the Finance Department, which found that the services of Prof Khuroo was terminated without following proper procedure and thus recommended revocation of termination order.
The spokesman said, accordingly, the General Administration Department conveyed to the SKIMS to treat Prof Khuroo to have voluntarily retired from the Government services on 28-02-1996 after waving off 3 month notice period and accounting one year Sabbatical leave with effect from 14-02-1995, which was already sanctioned by the SKIMS.
“The SKIMS only followed the Government Order and has not bestowed any undue favour to the doctor in question,” he maintained.
