Multi Disciplinary Terror Monitoring Group

The successive State Governments and even the Governments at the centre, all these thirty years of Pakistan sponsored terrorism in Jammu and Kashmir , especially in Kashmir division, proved reluctant in acting tough against the scourge of terrorism and its carriers by adopting means other than by taking on those involved in acts of violence by direct combat action . The measures taken of late by the present dispensation at the Centre should have been taken much earlier to experience a sea change in the situation in an effective way , if not fully and permanently. Agreed, soft measures like announcement of unilateral ‘cease fire’ and ‘no operations’ etc were tried to send the message of peace and suggesting effectively to join the mainstream to those getting trapped by Pakistani crafty and diabolical anti India manoeuvres but it proved of no avail. However, the present Government at the Centre, to speak in plain words, belatedly decided to swoop on terror funding and seizure of properties of terrorists and separatist elements which have started bearing fruits which is quite encouraging on the front against the menace of terror.
The move to intensify crackdown on terror financing and allied matters , the Union Ministry of Home Affairs has set up a group consisting of eight members which has been tasked to take coordinated action in cases of terror funding and block all channels of money coming from across the border . Not only those directly involved in terror and terror related activities were to be dealt with sternly but also to frustrate and render ineffective those Government employees and sympathisers who were facilitators and over ground workers working for making detestable moves and plans of militants ‘successful’. This group is not only broad based but vastly inter-supported and coordinated where information of various hues could be effectively shared and plans to undertake the assignments discussed and executed. Jammu and Kashmir Police, an important constituent of the Group, has undoubtedly been playing its commendable role and is expected to further come up with more flying colours in performance in its new and crucial assignment. Intelligence Bureau, Central Bureau of Investigations, National Investigating Agency, Central Board of Direct Taxes and Central Board of Indirect Taxes and Customs are the other members on the Group to play a combined role to monitor terror , investigate , identify , and act in respect of funding channels , tame and contain the undesirable activities of those Government employees including teachers who were providing support to terrorists and their activities.
It is worth noting that such Government employees have been identified who were overtly and covertly supporting terrorists and engaged in facilitating terror activities and proper suitable action against them having been on the anvil, is now more than assured. The Group , it is learnt , has been mandated to act tough against other sympathisers of the militants. Sources of terror funding have to be fully stopped and blocked in which, as a result of tough measures taken during the last few months having yielded satisfactory results, the constituted Group is sure to tighten the noose around not only the terrorists, their sympathisers and helpers but take such measures so as to fully dry up the sources of money coming into the Valley from across the border. Militants have been coercing reluctant people to shell out money to fund their activities which too would be not forthcoming as a result of more tough measures going to be taken by the broad based and multi agency comprised Group. It is to be realised that militancy and related violence is sustained and gets breathing oxygen from terror funding which has been struck hard and is desirably required to be fully blocked while all registered cases of terror violence , new and old ones must be taken to logical conclusions. Thirty long years of trails , travails, turmoil and blood spilling must end fast sooner than any bit later.
