BJP adopts resolution on delimitation, PoJK seats

JAMMU, June 16: Maintaining that Prime Minister, Narendra Modi has changed the diplomatic and strategic narrative against terrorism, Union Minister, Dr Jitendra Singh today said that he has set a new norm, which is symbolised by the Balakote air strike reaching out to the fountain-head of terrorism at the root of its origin and also in engaging with terror-sponsoring Pakistan on international fora.
Addressing the BJP State Working Committee meeting here, he said PM has taken the war against terrorism to a decisive phase and unlike past when the separatists were put to house arrest in their residential houses getting all comforts, the Modi Government took them away from their houses and put them in jails outside the State.
However, Dr Jitendra Singh made it clear that India’s war is against terrorism and not against any community. Similarly in Kashmir valley, the war is against terrorists and not against Kashmiris, he added while unfolding Modi Government’s anti terror strategy.
Lashing out at Congress and National Conference, (NC), Dr Jitendra Singh said, these parties have no stand on issues like Article 370 or 35-A. On the one hand, NC talks of reverting back to pre-1953 position and not allowing the provisions of Indian Constitution to be applied in Jammu and Kashmir, on the other, the fact is that most of the provisions of the Indian Constitution were extended to Jammu and Kashmir during the NC rule especially when Sheikh Abdullah took over as CM in 1975, he added.
He said that also included the black law of Emergency regime when the Assembly term was extended from five to six years which was an Indian Constitution amendment and it was promptly adopted by the then Chief Minister, Sheikh Abdullah.
Dwelling on the outcome of the recently held Lok Sabha elections and the unprecedented mandate obtained by the BJP, including the record victory margin in Udhampur Lok Sabha constituency, Dr Jitendra Singh said, while this election demolished a number of myths, there are, at the same time, also a number of lessons and conclusions to be drawn.
He said, the decisive voter in this election was youth who comprised over 70% of the total voters and who sent out a loud and clear message that they are not ready to be misled by the false propaganda or unsubstantiated criticism from opponents. The present youth are better informed through new hi-tech sources of information and they are capable of taking their own decisions without getting influenced from any quarter and this was fully proved by the youth of the Udhampur constituency, he added.
Dr Jitendra Singh also emphasized the point that the credit for the record vote share obtained by the BJP goes to such voters who may not have been able to be contacted by the party Karyakarta but were beneficiaries of Modi’s welfare schemes and last five years of monumental development.
Dr Jitendra Singh suggested a 100 days roadmap of work agenda at the organization level, on the similar lines as the Modi Government has charted out for itself for first 100 days from the day of swearing in. During these first 100 days, he said, the requisite home work at the organisational level could be carried out on certain crucial issues like, for example, delimitation of Assembly constituencies and distribution of packages to refugees from West Pakistan and PoJK.
During the WC meet, the party adopted political resolution after lengthy and threadbare discussions. Party also held detailed deliberations on the organisational and policy matters in the second and concluding day of meeting conducted in “Shaheed Anil Parihar” Sabhagaar at Birpur, near here.
According to the political resolution, BJP strongly advocated for the delimitation of Assembly constituencies in the State to end discrimination and injustice made with Jammu and Ladakh regions through inequitable delimitation done by previous NC Governments.
The demand made in the political resolution regarding de-freezing of 1/3rd of 24 reserved seats for PoJK and allotting them to Jammu region where these refugees are settled since 1947 – 48 as well as political reservations for the Tribal people was also passed unanimously in the Working Committee. The WC also stamped the party’s resolve to carry forward the momentum of Lok Sabha elections to the Assembly poll to give first BJP Chief Minster to J&K State.
However, some amendments were also made to resolution through which the legal rights on PoJK refugees be given on the land allotted to them by the Government as tenants and abolition of Toll Tax at Lakhanpur to respect the growing demand of the people.
The meeting was chaired by BJP State president Ravinder Raina. The political resolution was presented by party general secretary, Sunil Sharma and it was seconded by former Minister, Sat Sharma and BJP Mahila Morcha chief, Rajni Sethi.
Union MoS in PMO Dr. Jitendra Singh, Speaker & former Dy CM, Dr Nirmal Singh, another former Dy CM Kavinder Gupta, former Minister, Sat Sharma, MLC Ashok Khajuria and Mayor Jammu Municipal Corporation (JMC) Chander Mohan Gupta also shared the stage along with State president.
State general secretary (Org.) Ashok Kaul, State general secretaries Dr. Narinder Singh, Yudhvir Sethi, Sunil Sharma along with BJP MLAs, MLCs, all State office bearers, Morcha State presidents, district presidents, State Working Committee Members, Chairmen of Committees and party senior leaders attended the meeting.
Ravinder Raina, in his presidential address, welcomed the successful conduct of local body and Parliament elections in the State, stating that democracy has strengthened at grass root level. He attacked Kashmir centric political parties like NC, PDP including Congress who left no stone unturned to fail the local elections in the State and then came out begging for Assembly elections as they really never want to empower common man as well as ground level activists but only wish to limit power to their own families.
Raina, congratulated all the dedicated BJP workers for majestic victory in recently held elections and said that BJP won 30 out of 37 Assembly segments in Jammu and Lotus has blossomed in Kashmir region as well. He said that these Parliament elections have shown clearly that BJP has already won more than 35 Assembly seats in J&K, while securing 17 lakh votes which is more than the votes secured by all other major political parties together.
Ashok Kaul laid emphasis on the membership drive of the party which has to be undertaken to the national, State, district as well as block level. He explained that the membership campaign comprised the 1st phase of “Sangathan Parv”. He asked party leaders to take membership drive on high priority as it will form the basis of progression to 2nd phase of “Sangathan Parv”.
Speaker Assembly, Dr. Nirmal Singh, in the concluding session of meeting, spoke on the success of BJP’s policies among the masses. He said that these working committees give the party men an excellent way to introspect. He asked all the BJP leaders to focus on every single segment along with the traditional voters of the party. He also took dig at the opposition parties for propagating myths about issues like 35-A, 370 and advocated that debates be held on the topic.
District Presidents and Morcha State presidents presented reports on the organizational works allotted by the party.
Earlier welcome speech was given by Samba district president, Jangbir Singh. Dr. Pardeep Mahotra sang the organizational song and Vande Mataram was sung by Dr. Suresh Ajay Magotra. Yudhvir Sethi paid homage to the BJP workers and security personnel, who lost their lives during last few months. Tilak Raj Gupta read out the proceedings of last Working Committee meeting. The proceedings were conducted by party general secretary Dr. Narinder Singh.
