NEW DELHI : The winter session of Parliament starting from Monday is expected to have a heavy agenda, with many Bills relating to economic reforms pending or waiting to be passed.
These include the non-pending Insurance Bill and the Goods and Services Tax Bills.
However, the task will not be easy for the Modi government as it does not have the required majority in the Rajya Sabha. Lok Sabha Speaker Sumitra Mahajan has called an all-party meeting this evening to reach a consensus on contentious Bill. The BJP is more than in a comfortable position in the Lok Sabha having 282 out of 550 members, but in the Rajya Sabha it has just 55 out of 245 members.
The Left parties have already declared their intention to oppose the reform agenda and it was not clear to what extent the Congress and other parties including the former Janata Dal constituents would be inclined to cooperate with the BJP on these issues, but there are chances of them going against the ruling party than cooperating with it.
A Bill to replace the Coal Mines (Special Provisions) ordinance 214, promulgated in the wake of the apex court’s judgement in the coal block allocations, would have to be introduced in this session.
Bills to amend the Lokpal Act and the law governing the functioning of the CBI to do away with the requirement of quorum in the respective panels for selection of their chiefs are also expected to be moved.
Total 39 Bills are expected to be introduced or passed during the session.
