Excelsior Correspondent
JAMMU, Mar 22: Vice Chairman of J&K State Medical Supplies Corporation  and former Mayor Ch Manmohan Singh  took up the issues of the Displaced Persons of 1947, 65 and 71 with the Divisional Commissioner Jammu, Dr Pawan Kotwal here today.
The delegation under the leadership of Ch Manmohan during the meeting discussed  the  problems being faced by displaced persons pertaining to  completion of papers required to get the relief package.
Ch Manmohan said that Revenue officials are asking for Rations Cards of 1965 and 1971  and it is not possible to produce  old stock of  Ration Cards after  so long time for the DPs.  He said many elderly persons have not obtained  Permanent Residence  Certificate (PRCs) and are subject of the State as they are having land either allotted by the Govt or owned which is sufficient reason of being subject of the State.  Their wards have been issued PRCs on the basis of the ownership of the land allotted to their fore fathers. So the person having land either allotted or now owned should not be insisted to produce PRCs or the PRCs issued to their wards should be treated as their proof of being a State Subject.
He further said that in case the real claimant is no more in this world, then the elder son or next elder member should be given the benefit with the  declaration from him and other legal heirs jointly. Moreover, Panchs, Sarpanch or  Ex- Sarpanch should be involved in this process and their certificates and declaration should be treated as a valid document.
Dr Kotwal heard the demands patiently and said that he will pass on instructions to the concerned Deputy Commissioners in this regard.
Col (Retd) RL Gangaal, PS Raina, Ch  Sham Lal, Rashpal Singh, Ch Dev Raj, Prem Pal, Ch Gian Chand, Kamal Randhawa and Capt Munshi Ram also accompanied him.
