This refers to article ‘Make villages garbage free’ by Dr Raja Muzaffar (Daily Excelsior 16.3.2018). The article should be an eye opener for J&K Government especially the Rural Development Minister , Secretary Rural Development , Director Rural Sanitation J&K , Director Rural Development Kashmir / Jammu plus all the Deputy Commissioners, District Panchayat Officers (DPOs) and Block Development Officers (BDOs). Swachh Bharat Mission in rural areas of J&K State is a total failure specially with regard to waste management. Except one work ie construction of lavatories, Rural Development Department is not doing any other work.
Solid Waste Management is an important component of Swachh Bharat Abhiyaan Grameen , but almost four years are over and we are yet to start this work in J&K. Swach Bharat Abhiyaan is a five year campaign that started on Oct 2nd 2014, , but from last more than three half years Govt has miserably failed to clean villages of our state and what can we expect in the next 18 months ? All the officers who have made this programme (SBM Grameen) a failure in J&K should be held responsible . Government must come clear and tell people when Solid Waste Management work will be started in villages under SBM Grameen ? People in villages want services and due to lack of sanitation services people are forced to dump all the plastic waste etc in open fields , water bodies and village roads. Let Government start sanitation and waste management work under MNREGAS. Let the one time grant 7 to 20 lakhs be given to villages for creating solid and liquid waste management facilities. From last four years not even a single village has got this grant due to inefficiency of our Governmentt officers in Rural Development Department as no proposal has gone to Government of India from J&K.
