LG delegates more financial powers to Admn Secys, HoDs

JAMMU, Jan 10: Lieutenant Governor of the Union Territory of J&K, Girish Chander Murmu today delegated his financial powers to accord Administrative approval, tehcnical sanctions and approval of contracts to the Administrative Departments, Major Heads of Departments and other Class-I and II officers.
The Financial Commissi-oner, Finance Department, Dr A K Mehta declared the decision of the Lt Governor in a notification issued today.
Mehta further clarified that the financial powers delegated to the officers/ committees are subject to the condition that all codal formalities shall be followed as per the provisions laid down in the General Financial Rules 2017, Manual for Procurement of Goods and Services- 2017, Manual for Procurement of Works-2019 and Manual for Procurement of Consultancy and Other Services- 2017, issued by the Ministry of Finance, Department of Expenditure, Govt of India and other orders/ guidelines by the Government of Jammu and Kashmir.
While re-defining powers to accord Administrative approval by the Administrative Department/ Secretary, Chief Engineers or Major Heads of the departments including District Development Commissioners, Notification of the Finance Department said that Administrative Departments will have powers of sanctioning funds to the extent of Rs 20 crore with the concurrence of the Director Finance/ Financial Adviser & the Chief Accounts Officer concerned.
The Chief Engineer shall have the powers of Rs 10 crores with concurrence of FA/CAO for according Administrative approval to the expenditure on the individual works, whereas, the Superintending Engineer will have the powers to the extent of Rs 3 crores.
However, the Administrative Approval (AA) in respect of the works/ projects above Rs 20 crore will be accorded with the approval of Lt Governor after the concurrence of FD. For execution of petty works, repairs and day today maintenance of Government buildings, the Administrative department, Major Head of Department including Chief Engineer / Class- I officers shall have full powers within the budgetary limits to accord approvals.
While referring to sanction/ award contracts of various works, the Notification said that Contract Committee shall have full powers to sanction contracts, but Departmental Contract Committee shall, have the powers up to Rs 40 crores, Chief Engineer up to Rs 20 crore and Superintending Engineer up to Rs 7 crores, whereas, Executive Engineer up to Rs 1.50 crore, subject to the condition that Administrative approval has already been accorded and 100 funding committed/ accorded. Earlier, the Chief Engineer had the powers of sanctioning works worth Rs 10 crore and SE up to Rs 3 crores.
For sanctioning contracts for purchase of stores, supplies, services on the recommendation of Purchase Committee, the Administrative Department/ Major Heads/ Class-I Officers shall have full powers within budgetary limits.
For according Technical sanctions, the Chief Engineers and Chief Hospital Engineers (SKIMS) shall have full powers with certain guidelines for approvals, SE up to Rs 1 crore, Executive Engineer up to Rs 40 lakhs and AEE up to Rs one lakh, the notification said.
