LEH, July 9: Ladakh Autonomous Hill Development Council passed a resolution during the General Council Meeting (GCM) seeking 50 percent hike in the District Plan.
In the resolution moved by Tsewang Rigzin, Councillor Diskit and supported by 12 councilors, the council has appealed the State Government to consider the hike on the ground that Leh district has not got any step-up on its plan for the past four years.
Giving a brief note on implementation of annual district plan 2015-16, CEC, LAHDC, Rigzin Spalbar informed the house that the total capital allocation under district plan for the financial year 2014-15 was Rs. 7506.02 lakhs, which includes Rs. 3491.11 lakhs under Normal Capital, Rs.1125.00 lakhs under Projectization (SPA), Rs.12000 lakhs under NABARD loan and Rs.1689.91 lakhs under flagship (AIBP).
He said that out of the total allocation the Planning and development department has released Rs.4964.36 lakhs and Rs. 4114.31 lakhs were spent by end of March, 2015. An amount of Rs.850.05 lakhs could not be drawn during March, 2015 due to cash crunch in the district treasury, however, the unspent amount was revalidated and released in favour of respective sectoral officer/ executing agencies during the current financial year 2015-16.
During the meeting, CEC said that there is a steady shift in the allocation of district plan towards land based economy keeping in consideration the perspective plan of Hill Council. He made it clear that funds under CCDF cannot be used as per one’s will and it has to be followed as per norms and guidelines.
Concerning people’s apprehension regarding artificial insemination (AI), CEC directed the Animal Husbandry Department to first make the village representatives aware of the benefit of AI and then approach the public in general. He also urged the Councilors for their involvement in motivating villagers for AI referring the success cases like in Thiksey.
CEC directed CEO, LDA to keep the gate of golf course and Sindhu Ghat closed which are being spoiled by people by using the site for washing vehicles and clothes. He instructed Horticulture Department to convince people in Sham area to use medicine against kolimoth to avoid its spread in other villages. He also made it clear that the 400 kanal land in Tirit, Nubra has been democratically handed over to the local community for the purpose of plantation.
