JU Syndicate gives nod for referring case to Crime Branch

JAMMU, Mar 1:  In a significant development, the Jammu University Syndicate has given its nod for Crime Branch investigation into the lapse that occurred in issuance of the interview call letter to the candidate, who had not even appeared in the entrance test for the post of Assistant Registrar.
Confirming the action taken by the Vice-Chancellor in having re-advertised the vacant posts of Assistant Registrar in the wake of alleged irregularity, the Jammu University Syndicate has also resolved that the candidates, who might have become overaged at the time of re-advertisement of these positions, be considered for age relaxation provided they were not overaged on the last date of the earlier advertisement notice number Adm/C&R/11/1677-1776, dated 29-08-2011.
Further, in view of the fact that daughter of the incumbent Vice-Chancellor is an applicant for the post of Assistant Registrar, the Syndicate resolved that the matter henceforth shall be dealt by the Financial Advisor (Universities) through the Registry.
These significant decisions were taken  after detailed deliberations in the Jammu University’s second highest decision making body, in the absence of Vice-Chancellor Prof R D Sharma, who desired  not to remain present in the meeting for the deliberations pertaining to the item as his own daughter is an applicant  for the post of Assistant Registrar. Minutes of the crucial meeting were finalized and circulated recently.
Pertinent to mention that the Jammu University decision of re-advertising the post of Assistant Registrars had snowballed into a major controversy with more skeletons coming out of the cupboard.
As exclusively reported by the Excelsior earlier, the internal investigations had revealed how the persons at the helm of affairs in JU were manipulating the university affairs, including selection process of Assistant Registrars, to benefit their favourites even by ignoring the otherwise eligible candidates, who included daughter of Prof R D Sharma.  The extent of favouritism by flouting all norms, could be gauged from the fact that an influential clerk in Jammu University, who had not even appeared in the Written Test for the post of AR, was invited by the Competent Authority for interview before the selection committee.
According to the sources, name of  this influential Head Assistant, who is a leader of the JU employees’ body,  was intruded in the list of shortlisted candidates on the alleged instruction of then Vice-Chancellor for the unknown reasons.
The  re-advertisement of the posts of Assistant Registrar vide number Estab/NTW/C&R/15/ 149-200, dated 01—09-2015 by treating the earlier notification, dated 29-08-2011 as withdrawn, had raised many eyebrows amidst certain allegations in a section of media.
“In order to get the matter thoroughly investigated vis-à-vis the lapse that has occurred regarding issuance of the interview call letter to the candidate, who had not appeared in the entrance test, the same be referred to the Crime Branch,” resolves the Syndicate on its item number 109-61, part (c).
During deliberations, the Syndicate also felt that there is a need to revisit the existing panel of Legal Counsels of both the universities (JU and KU), which  should engage the services of reputed legal firms having Advocates of long standing and reputation on their rolls.
For the purpose, the JU Syndicate resolved that Vice-Chancellors of both the universities  will get the names of senior and reputed Advocates, and the list shall be submitted to the Chancellor to obtain his approval. Thereafter the contract of  service will be entered  by the  concerned university with such Advocates who shall be empanelled from the list so submitted initially for a period of three  years, further extendable by another two years.
