Jobs in Government sector

This refers to the news item ‘Move to open up jobs for technocrats,specialists’ (DE ,Nov 5, 2014). It is heartening to read that the Union Government is contemplating recruiting and hiring experienced technocrats and specialists in order to bring more efficiency and productivity in the Government offices.There is no doubt that the Union and the State Government employs millions of officers and employees to perform their respective duties and they are paid lucrative salaries. But the harsh reality is that the talented and efficient tecnocrats, doctors, alumini of IITs and IIMs and other prestigious organisations prefer to work in private sector rather than Government sector. The often cited reason is that there is flexible and output oriented working conditions in the private sector.Such a move by the Government is definitely aimed at recruiting persons who have excelled in their fields and who have requisite qualifications and experience for a particular job.The Department of  Personnel and Training(DoPT) will have to conduct an exhaustive exercise inviting views from the crosssection of society and then frame experience, rules,qualifications, job requirements, capabilities,  skills etc to put the idea into practice.
To compete with the private sector, the Government needs to initiate drastic steps to make public sector jobs more sought after and lucrative.There is need o introduce innovative features in the Government sector such asjob security,opportunities for advancement and upward mobility,flexibilty of work, attractive retirement plans, generous leave and comprehensive, affordable health insurance and more freedom to plan and execute work, of course with good output. A scheme of incentives and disincentives for the officers and employees also needs to be improved to bring more efficiency and productivity in work.Honest, dedicated and hardworking officers and employees need to be commended to boost their morale whereas workshirking and delinquent ones need to be punished by way of withholding their increments or otherwise.There ought to be career advancenent schemes and output oriented job so that deserving and talented persons can display their talent and reap fruit of their hard work.
